Dear Sir,

Regarding the cessation of mailing or postal or delivery services through Courier Services having no license.

With reference to the subject cited above, it is informed that, in accordance with the provisions of Section 4E and 4I of the Post Office Act, 1898 (Act No. VIII of 1898) and Rule 11(1) of the 'Mailing Operator and Courier Services Rules, 2013', it is prohibited to receive, transport, and distribute mail items through unlicensed mailing operators and courier services.

2. Despite the prohibition on receiving, transporting, and distributing mail items through unlicensed mailing operators and courier services, it has come to our notice that various banks are still sending and receiving mail items through such establishments. Therefore, instructions are hereby given to refrain from sending and receiving mail items through unlicensed mailing operators and courier service establishments.

3. This instruction is issued under the powers conferred by Section 45 of the Bank Company Act, 1991.

This instruction shall take effect immediately.
