Bulletin 2544 - November 23, 2012
The Connecticut Department of Banking approved Eastern Federal Bank's conversion to a state-chartered mutual savings bank named Eastern Savings Bank. The Department also announced an intent not to disapprove Liberty Bank's applications to open branches in Southington and Bristol. Additionally, Manufacturers and Traders Trust Company filed an application to establish a de novo branch in Stamford, Connecticut.

Written comments will be considered only if they are received within ten days from the date of this bulletin.

Branch Activity
Section 36a-145 of the Connecticut General Statutes requires certain applications for a branch, or for a limited branch at which loans will be made, be accompanied by a plan detailing how adequate services to meet the banking needs of all community residents will be provided. Plans are submitted when such applications are filed and are available for public inspection and comment at this Department for a period of 30 days. Conversion
On November 16, 2012, pursuant to Section 36a-135 of the Connecticut General Statutes, the Commissioner approved the application of Eastern Federal Bank , Norwich, Connecticut, to convert from a federal mutual savings bank to a Connecticut state-chartered mutual savings bank to be known as Eastern Savings Bank .
Interstate De Novo Branch
On November 23, 2012, pursuant to Sections 36a-412(a)(2), as amended by Public Act 12-96, and 36a-145(b)(1) of the Connecticut General Statutes, Manufacturers and Traders Trust Company , a New York-chartered bank and trust company with its main office located in Buffalo, New York, filed an application to establish a de novo branch at 4 High Ridge Park, Stamford, Connecticut.
