The Connecticut Department of Banking approved a full-service branch for United Bank in Greenwich and received a filing from Connex Credit Union to open a full-service branch in Monroe. Additionally, the Commissioner issued a notice of intent not to disapprove the acquisition of Prime Bank by Patriot National Bancorp, Inc., which will be completed through a merger into Patriot Bank, N.A. Public comments on these applications are solicited in writing within ten business days of the bulletin's date.

Perez, Banking Commissioner, Department of Banking, 260 Constitution Plaza, Hartford, CT 06103-1800.  Written comments will be considered only if they are received within ten business days from the date of this bulletin.

Section 361-145 of the Connecticut General Statutes requires certain applications for a branch, of for a limited branch at which loans will be made, address how the establishment of the branch will be consistent with safe and sound banking practices and promote the public convenience and advantage.  Plans are submitted when such applications are filed and are available for public inspection and comment at this Department for a period of 30 days.  Questions concerning branch activity should be directed to the Financial Institutions Division, (860) 240-8180.

Merger and Acquisition

On April 6, 2018, the Commissioner issued a notice of intent not to disapprove the acquisition by Patriot National Bancorp, Inc. , a Connecticut corporation and registered bank holding company, of Prime Bank , a Connecticut-chartered bank and trust company, pursuant to Section 36a-185 of the Connecticut General Statutes. The acquisition will be accomplished through the merger of Prime Bank with and into Patriot Bank, N.A. , a national bank headquartered in Stamford, Connecticut that is a wholly-owned subsidiary of Patriot National Bancorp, Inc. pursuant to Section 36a-126(b) of the Connecticut General Statutes.
