The Connecticut Department of Banking approved Dime Bank to establish full-service branches at 1009 Hebron Avenue in Glastonbury and 299 Middle Turnpike West in Manchester. Additionally, the Department received an application from Northwest Community Bank, Litchfield Bancorp, and Collinsville Bank seeking approval to merge Litchfield Bancorp and Collinsville Bank into Northwest Community Bank. Public comments on these applications must be submitted in writing to the Banking Commissioner within ten business days of the bulletin's date.

Section 36a-145 of the Connecticut General Statutes requires certain applications for a branch or limited branch at which loans will be made, address how the establishment of the branch will be consistent with safe and sound banking practices and promote the public convenience and advantage. Plans are submitted when such applications are filed and are available for public inspection and comment at the Department for a period of 30 days. Merger
On September 23, 2020, Northwest Community Bank , Litchfield Bancorp , and Collinsville Bank , all Connecticut banks and subsidiaries of Connecticut Mutual Holding Company, filed an application pursuant to Section 36a-125 of the Connecticut General Statutes seeking approval for the mergers of Litchfield Bancorp and Collinsville Bank with and into Northwest Community Bank.
