Central Bank of Jordan Circular No. 14041/3/27 on Surveillance Camera Regulations for Financial Consumers with Disabilities

The Central Bank of Jordan issued Circular No. 14041/3/27 to microfinance companies operating in Jordan, attaching a Ministry of Interior approval that amends surveillance camera regulations. The amendment permits the import and use of cameras with built-in or external microphones specifically for audio-visual documentation of banking transactions by visually or hearing-impaired persons, subject to a security undertaking. It also allows cameras mounted on workers in hazardous jobs or high towers for safety and inspection purposes, provided they are visible and subject to a security undertaking. These exceptions require prior Ministry of Interior approval for any disposal or sale of the devices.

Greetings,

With reference to the Financial Consumer Protection Instructions for Customers with Disabilities No. (2018/18) dated 18 / 11 / 2018, and regarding Article (11/Fifth) concerning the documentation of banking transactions conducted by visually and hearing-impaired persons via audio and video.

We attach herewith a letter from the Ministry of Interior regarding the amendment of the bases and conditions for the import and use of surveillance cameras, for you to act accordingly.

Meeting Minutes

First: The Committee formed by letter of His Excellency the Minister of Interior No. 57/26/102062/187547 dated 9 / 9 / 2019 held a meeting on Monday, corresponding to 16 / 9 / 2019, chaired by His Excellency the Director of the Security Affairs Directorate and with members representing (the General Intelligence Directorate, the General Security Directorate, the Military Security Directorate) to re-examine the bases and conditions for the import and use of surveillance cameras, specifically regarding the new instructions used by the Central Bank of Jordan and the Consumer Protection Association concerning the use of certain cameras containing internal microphones to ensure the rights of hearing and visually impaired persons within banks.

Second: After discussing the topic from all technical and security aspects, the Committee unanimously recommends approving the amendment of the bases and conditions for the import and use of surveillance cameras through the following additions:

  • Amend Item (First) to add the following paragraph (9): "The import and use of cameras containing a built-in microphone (Built-In mic) and external microphones is permitted only for the purpose of documenting banking transactions conducted by visually or hearing-impaired persons via audio and video, provided that a security undertaking is submitted to use these cameras for the purpose they were imported for and not to dispose of or sell them except with prior approval from the Ministry of Interior."

  • Amend Item (First) to add the following paragraph (10): "The import and use of cameras mounted on any part of the body of workers in hazardous professions and working on high towers and government facilities, used for monitoring, safety, inspection, and testing, is permitted, provided they are visible to the eye and after submitting a security undertaking to use these cameras for the purpose they were imported for only and not to dispose of or sell them except with prior approval from the Ministry of Interior."
