CIB Circular Letter No. 02: Registration fee for CIB online services, imposition and realization of service charges for CIB reports generated through CIB online system, penalties imposed on banks and FIs failed to contribute batch monthly contribution in time and for disclosure of credit information contained in CIB reports and exaction of money as penalties for these from banks/FIs concerned.

The document mandates that banks submit a monthly list of borrowers exempt from CIB report fees under the refinancing scheme for financial inclusion by the 5th of the following month. This exemption applies to quarterly/landless farmers, low-income professionals, school banking account holders, and micro-entrepreneurs receiving loans up to 300,000 Taka. Banks must attach the loan application and supporting documents for each exempt customer to the submission. All other instructions from the referenced 2011 circular remain unchanged and this directive takes immediate effect.

Dear Sir,

With reference to the registration fee for CIB online services, imposition and realization of service charges for CIB reports prepared through the online process, imposition and realization of penalties on banks/Financial Institutions (FIs) that fail to upload credit information on a monthly basis in the online system on time, and imposition and realization of penalties for breach of confidentiality of credit information contained in CIB reports.

  1. Attention is drawn to CIB Circular No. 02/2011 dated 04 May, 2011 on the subject above. It is directed in paragraph 2 of the said circular that a service charge will be leviable at the prescribed rate when customer CIB reports prepared through the CIB online system via New Contract Enquiry, Existing Contract Enquiry, Check Enquiry Menus are downloaded by banks and Financial Institutions.

  2. In order to promote financial inclusion activities, exemption from the applicable charge/fee for obtaining CIB reports has been granted for loans/investments up to 3 (three) Lakh Taka provided under the refinancing scheme established for quarterly/landless farmers, low-income professionals, school banking account holders, and micro-entrepreneurs, in accordance with paragraph 3.11 of FID Circular No. 01 issued by the Financial Inclusion Department on 05 September, 2021.

  3. Now, in order to avail the exemption benefit from the service charge leviable under paragraph 2 of CIB Circular No. 02/2011 dated 04 May, 2011, for the preparation and downloading of CIB reports of loan applicant customers under the said refinancing scheme, concerned banks are hereby directed to send the attached (Annex-A) information of each month directly by the 5th of the following month. It is mentioned that the loan application form of each exempt customer along with other necessary documentary evidence details must be attached.

  4. Other instructions of paragraph 2 of CIB Circular No. 02/2011 dated 04 May, 2011 will remain unchanged.

  5. This directive will take immediate effect.
