Dear Sir,
With reference to the registration fee for CIB online services, imposition and realization of service charges for CIB reports generated through the online process, imposition and realization of penalties on banks/Financial Institutions that fail to upload credit information on a monthly basis in the online system on time, and imposition and realization of penalties for breach of confidentiality of credit information contained in CIB reports.
Reference is made to CIB Circular No. 02/2011 dated 04 May, 2011 on the subject cited above. It is directed in paragraph 2 of the said circular that service charges will be applicable at the prescribed rate when customer CIB reports are downloaded through the New Contract Enquiry, Existing Contract Enquiry, and Check Enquiry menus of the CIB online system by banks and financial institutions.
In order to encourage financial inclusion activities, in accordance with paragraph 3.11 of FID Circular No. 01 issued by the Financial Inclusion Department on 05 September, 2021, exemption from the applicable charges/fees for obtaining CIB reports has been provided for farmers, landless individuals, low-income professionals, school banking account holders, and micro-entrepreneurs who are account holders of 10/50/100 Taka, under the refinancing scheme established for them, for loans/investments up to 3 (three) lakh Taka.
Now, in order to avail the exemption from the service charges applicable under paragraph 2 of CIB Circular No. 02/2011 dated 04 May, 2011 for the preparation and downloading of CIB reports for borrowers applying for loans under the said refinancing scheme, banks are hereby directed to forward the attached (Annex-A) information on a monthly basis to the CIB by the 5th of the following month. It is mentioned that the loan application form of each exempted customer, along with other necessary documentary evidence, must be attached.
Other instructions under paragraph 2 of CIB Circular No. 02/2011 dated 04 May, 2011 will remain unchanged.
This directive will take immediate effect.
