CIEX No. 21/2023: Interoperability Testing for Synchronous Messaging and QR Payments in the Integrated Payment Settlement System (LIP)
Participants in the Integrated Payment Settlement System (LIP) involved in ACCL and UNILINK must submit specific technical and cryptographic information by May 12, 2023, to complete interoperability testing for immediate QR payments between the Deferred Settlement Module and Electronic Funds Transfer Order Clearing and Settlement Chambers. Submissions must include contact details for technical and operational staff, the entity's public key for signing OETFs, and QR codes for OETF processing encrypted with the provided public key. Gentlemen:
With the purpose of completing the processing tests for immediate payments using QR codes under interoperability conditions between the Deferred Settlement Module (MLD) of the Integrated Payment Settlement System and the Clearing and Settlement Chambers for Electronic Funds Transfer Orders (OETF), participants in the Integrated Payment Settlement System (LIP) who participate in ACCL and UNILINK must, by May 12, 2023, send the following information to the email address pruebasmld@bcb.gob.bo:
- Data of the technical and operational contact personnel (name, position, email address, and telephone number).
- The participating entity's public key to be uploaded to the certification environment and which must be used for the signature of OETFs.
- QR codes for the processing of OETFs, generated in accordance with the specifications provided by ACCL and UNILINK for their participants; which must be encrypted with the public key provided to the BCB as indicated in point 2.
