Gentlemen:

In the framework of Article 12 of the Regulation on Payment Services, Electronic Payment Instruments, Compensation and Settlement (RSPIEPCL), approved by Board Resolution No. 79/2022 of September 6, 2022, the Central Bank of Bolivia (BCB) communicates the approval of the "Guide for the Issuance of No Objection for New Services and Electronic Payment Instruments," through Resolution GGRAL - GAL No. 166/2023 of October 31, 2023.

This document enters into force as of November 7, 2023, and establishes the structure and minimum requirements necessary for the issuance of the No Objection for the provision of new payment services and/or Electronic Payment Instruments. It is mandatory for financial intermediation entities and payment service companies.

External Circular CIEX No. 24/2021 of July 13, 2021, is hereby repealed.
