CIEX No. 44/2022: Payment Services Regulation, Electronic Payment Instruments, Compensation and Settlement

The Central Bank of Bolivia approved the new Regulation on Payment Services, Electronic Payment Instruments, Compensation and Settlement (RSPIEPCL) via Board Resolution No. 079/2022 to regulate payment services, electronic instruments, and compensation and settlement within the national payment system. The regulation establishes the framework for the creation and operation of Compensation and Settlement Chambers and Payment Service Entities, sets rules for payment gateway operations, mandates interoperability, and defines deadlines for implementing immediate QR payments. It repeals Board Resolutions No. 069/2021 and No. 129/2021 and applies from the date of publication.

EXTERNAL CIRCULAR La Paz, September 21, 2022 CIEX No. 44/2022 FROM: GENERAL MANAGEMENT MANAGEMENT OF FINANCIAL ENTITIES TO: PARTICIPANTS OF THE INTEGRATED PAYMENT SETTLEMENT SYSTEM SUBJECT: REGULATION ON PAYMENT SERVICES, ELECTRONIC PAYMENT INSTRUMENTS, COMPENSATION AND SETTLEMENT

Gentlemen:

The Central Bank of Bolivia (BCB) informs participants of the Integrated Payment Settlement System that the new Regulation on Payment Services, Electronic Payment Instruments, Compensation and Settlement (RSPIEPCL) was approved through BCB Board Resolution No. 079/2022 of September 6, 2022, with the objective of regulating, within the scope of the national payment system, payment services and electronic payment instruments and the compensation and settlement derived from these instruments; as well as establishing the general framework for the creation, constitution, and operation of Compensation and Settlement Chambers and Payment Service Entities, and regulating the surveillance and supervision activities of the national payment system.

Likewise, this new version establishes a regulatory scheme for payment gateways operating in the country, includes provisions aimed at favoring the process of full interconnection and interoperability of the payment infrastructure, as well as the deadlines for the implementation of immediate payments using QR codes in the national financial system.

The aforementioned regulation is available from this date on the BCB website www.bcb.gob.bo, applicable from its publication.

Board Resolutions No. 069/2021 of April 27, 2021, and No. 129/2021 of November 18, 2021, are hereby repealed.
