Pursuant to the Law on Prices No. 16/2023/QH15, as amended and supplemented by Law No. 140/2025/QH15;
Pursuant to the Law on Securities No. 54/2019/QH14, as amended and supplemented by Law No. 56/2024/QH15;
Pursuant to Government Decree No. 85/2024/NĐ-CP detailing and guiding the implementation of some articles of the Law on Prices;
Pursuant to Government Decree No. 29/2025/NĐ-CP regulating the functions, tasks, powers, and organizational structure of the Ministry of Finance, as amended and supplemented by Decree No. 166/2025/NĐ-CP;
At the request of the Chairman of the State Securities Commission; The Minister of Finance issues this Circular regulating the economic and technical characteristics of services in the securities sector of the Ho Chi Minh City Stock Exchange and its subsidiaries, and the Vietnam Securities Depository and Clearing Corporation and its subsidiaries, subject to state price regulation.
Article 1. Scope of Regulation and Subjects of Application
This Circular regulates the economic and technical characteristics of services in the securities sector of the Ho Chi Minh City Stock Exchange and its subsidiaries, and the Vietnam Securities Depository and Clearing Corporation and its subsidiaries, subject to state price regulation.
The subjects of application of this Circular include: the Ho Chi Minh City Stock Exchange and its subsidiaries, the Vietnam Securities Depository and Clearing Corporation and its subsidiaries, and relevant agencies, organizations, and individuals.
Article 2. Economic and Technical Characteristics of Services in the Securities Sector of the Ho Chi Minh City Stock Exchange and its Subsidiaries, and the Vietnam Securities Depository and Clearing Corporation and its Subsidiaries, Subject to State Price Regulation
The economic and technical characteristics of services in the securities sector of the Ho Chi Minh City Stock Exchange and its subsidiaries, and the Vietnam Securities Depository and Clearing Corporation and its subsidiaries, subject to state price regulation, are specified in the Appendix issued together with this Circular.
Article 3. Implementation Provisions
This Circular takes effect from May 15, 2026.
The State Securities Commission, the Price Management Department, the Ho Chi Minh City Stock Exchange and its subsidiaries, the Vietnam Securities Depository and Clearing Corporation and its subsidiaries, and relevant agencies, organizations, and individuals are responsible for implementing this Circular.
