Circular Externa SGDB N° 038/2017: Implementation of the Deferred Settlement Module (MLD) of the Integrated Payment Settlement System (LIP)

The Central Bank of Bolivia activates the Deferred Settlement Module (MLD) of the Integrated Payment Settlement System (LIP) on October 10, 2017, to enable electronic interconnection for processing customer-to-customer electronic payment orders. Financial institutions must submit a formal request to the General Management, along with legalized powers of attorney and identity documents, to sign participation contracts. Upon contract execution, the Bank provides operational and IT guides, requires digital certificate designation, and applies service commissions only to processed orders, with no fee for incorporation. A test environment is available for processing trials prior to full operations scheduled for November 2017.

BCB-DGD-VUC EXTERNAL CIRCULAR La Paz, October 5, 2017 SGDB No. 038/2017 FROM: GENERAL MANAGEMENT FINANCIAL ENTITIES MANAGEMENT PARTICIPANTS OF THE INTEGRATED PAYMENT SETTLEMENT SYSTEM (LIP) IMPLEMENTATION OF THE DEFERRED SETTLEMENT MODULE (MLD) OF THE INTEGRATED PAYMENT SETTLEMENT SYSTEM (LIP) TO: SUBJECT: Ladies and Gentlemen: The Central Bank of Bolivia (BCB) announces that the Deferred Settlement Module (MLD) of the Integrated Payment Settlement System (LIP), whose Regulations were approved by BCB Board Resolution No. 203/2016 of October 18, 2016, will be put into operation starting October 10, 2017. The main objective of the MLD is to promote the electronic interconnection of financial entities to process Electronic Payment Orders (EPO) from account to account of clients through financial entities. From this date, LIP participants may sign Participation Contracts in the MLD, for which the following is required:

  1. Send a note to the General Management of the BCB requesting incorporation into the MLD, specifying the name(s) of the legal representative(s) of the Entity authorized to sign contracts with the BCB.
  2. Legalized photocopy of the Power of Attorney Testimony of the legal representative with authority to sign contracts within the framework of the BCB LIP.
  3. Simple photocopy of the identity card of the legal representative or representatives of the requesting entity. Once the contract is signed:
  4. The BCB will deliver the Operational and IT Guides for the MLD.
  5. By means of a note addressed to the Financial Entities Management, the participating entity must indicate the certificate(s) it will use to operate in the MLD or proceed with the exchange of new digital certificates within the framework of current regulations.

There is no cost for incorporation. The MLD test environment is enabled for financial entities to perform EPO processing tests prior to the start of operations, which will take place in November 2017.
