Circular Externa SGDB N° 038/2017: Implementation of the Deferred Settlement Module (MLD) of the Integrated Payment Settlement System (LIP)

The Central Bank of Bolivia activates the Deferred Settlement Module (MLD) of the Integrated Payment Settlement System (LIP) on October 10, 2017, to enable electronic interconnection for processing customer-to-customer electronic payment orders. Financial institutions must submit a formal request to the General Management, along with legalized powers of attorney and identity documents, to sign participation contracts. Upon contract execution, the Bank provides operational and IT guides, requires digital certificate designation, and applies service commissions only to processed orders, with no fee for incorporation. A test environment is available for processing trials prior to full operations scheduled for November 2017.
