To Supervisory or Initiating Bodies of SILC, AVEC, VICOBA, VSLA, Tontines, and other groups exercising similar activities

Subject: Registration of your bodies and of the SILC, AVEC, VICOBA, VSLA, tontines, and other groups exercising similar activities under your supervision at the BRB

Ladies and Gentlemen,

Pursuant to Regulation No. 001/2018 relating to microfinance activities, Circular No. 14 relating to the registration and operation of Community Financial Groups (GFC) and members of their management committees, and the BRB Communiqué of March 4, 2024, the Banque de la République du Burundi wishes to bring the following to your attention:

1. You are required to register with the BRB as supervisory or initiating bodies for SILC, AVEC, VICOBA, VSLA, and tontine groups, according to the format in Annex 1 to this document;

2. You are required to draw up a list of SILC, AVEC, VICOBA, VSLA, and tontine groups under your supervision and submit it to the BRB, according to the format in Annex 2 to this document;

3. You must provide the BRB, no later than July 31 and January 31 of each year, semi-annual and annual reports on the activities of SILC, AVEC, VICOBA, VSLA, tontines, and other groups exercising similar activities under your supervision, according to the format in Annex 3 to this document;

4. You are required to regularly monitor the aforementioned groups under your supervision and ensure that they do not engage in illegal activities.

A period of three (3) months from the date of signature of this document is granted to you to register yourself and the SILC, AVEC, VICOBA, VSLA, and tontine groups under your supervision with the BRB.

Annex 1: List of elements required for the registration of supervisory or initiating bodies for SILC, AVEC, VICOBA, VSLA, tontines, and other groups exercising similar activities

1. Letter addressed to the Governor of the Banque de la République du Burundi, requesting registration as a supervisory or initiating body for SILC, AVEC, VICOBA, VSLA, tontines, and other groups exercising similar activities;
2. Legal name of the supervisory body;
3. Address of the registered office of the supervisory body;
4. Address where the activity is exercised on behalf of the body if different from the registered office;
5. Identification of the persons responsible for the supervisory or initiating body;
6. Main activity of the body;
7. Copy of the convention or agreements signed with the Government of Burundi authorizing it to exercise this activity in Burundi;
8. Bylaws and the Standard Internal Regulations (ROI) governing SILC, AVEC, VICOBA, VSLA, tontines, etc., under the supervision of the supervisory body;
9. Any other element that may justify the identification of the supervisory or initiating body.
