This circular establishes a system for controlling the execution of tasks of the central state plan within the People's Development Bank, aligning with the "Methodology for controlling the Central State Plan" (Law 6/81). It mandates the preparation of quarterly analytical control reports on Supply, Investment, Construction, Workforce, Training, and specific banking tasks, to be submitted to designated administrations of the Bank of Mozambique by the 12th day after each quarter. These reports must detail deviations, causes of non-compliance, and corrective measures, and all information provided is classified as RESTRICTED under Article 5 of Law 12/79 (State Secrecy Law).
Maputo, May 31, 1982 To His Excellency the President of the People's Development Bank MAPUTO CIRCULAR NO. 2/82 SUBJECT: “SYSTEM FOR CONTROLLING THE TASKS OF THE CENTRAL STATE PLAN IN THE BANKING SECTOR” 1- INTRODUCTION The year 1982 must be for all of us a year of verification and control. A control that involves all our People, inspired by the theoretical principles and practice of the Political and Organizational Offensive. It is a method that allows the offensive to be a constant in our struggle, a permanent movement where the masses participate and educate themselves in the process. We will make the principle of verification and control of the way of being of all of us, of all our People, an integral part of our culture (His Excellency the President of the PRM on 28.12.81). With a view to materializing the aforementioned guidelines, this Circular organizes a system for controlling the execution of the tasks of the central state plan within the scope of the People's Development Bank. This system is compatible with the “Methodology for controlling the Central State Plan”, prepared by determination of Law 6/81 (PEC Law for 1982). 2. CONTROL REPORTS TO BE PREPARED 2.1 – Supply, Investment and Construction Plans To be prepared according to the methodology contained in annex 1 and sent to the Administrative Function Administration of the Bank of Mozambique. 2.2 - Workforce and Training Plans To be prepared according to the methodology contained in annex 3 and sent to the Human Resources Administration of the Bank of Mozambique. 2.3 – Specific tasks under the responsibility of the Banking Sector To be prepared according to the methodology contained in annex 1 and sent to the Central Bank and Planning Administration of the Bank of Mozambique. For 1983, the Central State Plan does not include specific tasks whose execution involves the Standard Totta Bank of Mozambique. 3 – STRUCTURE OF THE REPORTS Chapter I – Analysis of the degree of plan execution Chapter II – Detailed explanation of deviations found, with a detailed presentation of the causes of non-compliance (if any). Chapter III – Indication of measures already taken, or to be taken, to correct deviations from plan compliance (if any). Chapter IV – Other relevant observations and proposals. 4 – CONTENT OF THE REPORTS 4.1 – General Principle Reports should not be a simple conglomeration of models with numerical data, but true analytical reports, where models containing numerical data are merely forms of illustration of the analysis contained in the report. 4.2 – Principles to consider in reports on specific tasks 4.2.1 – As mentioned above, the model contained in annex 1 is used, which allows for quarterly reporting on the progress of the task or program. 4.4.2 – Providing a quarterly status update on the progress of the task or program means that, at the end of each quarter, information must be provided on what has already been done and what remains to be done to complete the task, even if it has a deadline for a later quarter. For example: when the task is “The Banking Sector must prepare and present by May 1982 a concrete proposal for banking policy, as a stimulating element for the development of the cooperative sector”, at the end of the 1st quarter, a status update on the execution of the task must be provided, as it is assumed that in the overwhelming majority of cases, deadlines after the 1st quarter correspond to tasks that require work or study of a certain duration. 4.2.3 – Expressions such as “Task in progress” are not acceptable. 4.2.4 – If the space reserved in the model is not sufficient to describe the work performed, it can be indicated in that space that an individualized report on the matter is included. 5 – DEADLINES Send reports quarterly to the Administrations referenced in point 3, by the 12th day after the quarter. 6 – CLASSIFICATION OF REPORTS Unless another classification is indicated in the models, it should be understood that all information to be provided within the scope of PEC control has a RESTRICTED classification under the terms of Art. 5 of Law 12/79 (State Secrecy Law). 7 – FINAL PROVISIONS Suggestions or any doubts that this Circular may raise should be channeled and clarified by the Central Bank and Planning Administration.
