CIRCULAR Amending and supplementing certain articles of Circulars on documentary credit and banking guarantee operations and guiding the implementation of certain credit programs due to the renaming of units under the State Bank of Vietnam

Pursuant to the Law on the State Bank of Vietnam No. 46/2010/QH12; Pursuant to the Law on Credit Institutions No. 32/2024/QH15, as amended and supplemented by Law No. 96/2025/QH15; Pursuant to Government Decree No. 26/2025/NĐ-CP defining the functions, tasks, powers, and organizational structure of the State Bank of Vietnam, as amended and supplemented by Decree No. 198/2026/NĐ-CP; At the proposal of the Head of the Credit Department; The Governor of the State Bank of Vietnam hereby issues a Circular amending and supplementing certain articles of Circulars on documentary credit and banking guarantee operations and guiding the implementation of certain credit programs due to the renaming of units under the State Bank of Vietnam.

Article 1. Amending and supplementing certain articles of Circular No. 11/2013/TT-NHNN regulating housing support lending under Resolution No. 02/NQ-CP dated January 07, 2013 of the Government, as amended and supplemented by Circular No. 32/2014/TT-NHNN, Circular No. 25/2016/TT-NHNN, and Circular No. 85/2025/TT-NHNN

1. Replace the phrase "Department of Economic Sector Credit" with the phrase "Department of Credit" at Clause 5, Article 8 (as amended and supplemented at Article 1 of Circular No. 85/2025/TT-NHNN), Article 11 (as amended and supplemented at Article 3 of Circular No. 85/2025/TT-NHNN), Appendix No. 01, Appendix No. 02, Appendix No. 03, and Appendix No. 04 issued together with Circular No. 11/2013/TT-NHNN (as amended and supplemented at Article 5 of Circular No. 85/2025/TT-NHNN).

2. Replace the phrase "Department of Statistical Forecasting - Monetary and Financial Stability" with the phrase "Department of Statistical Forecasting" in Appendix No. 02 issued together with Circular No. 11/2013/TT-NHNN (as amended and supplemented at Article 5 of Circular No. 85/2025/TT-NHNN).

Article 2. Amending and supplementing certain articles of Circular No. 13/2014/TT-NHNN guiding lending under Decision No. 68/2013/QĐ-TTg dated November 14, 2013 of the Prime Minister on policies to support reducing losses in agriculture, as amended and supplemented by Circular No. 85/2025/TT-NHNN

Replace the phrase "Department of Economic Sector Credit" with the phrase "Department of Credit" at Article 7, Article 9 (as amended and supplemented at Article 7 of Circular No. 85/2025/TT-NHNN), and the Forms issued together with Circular No. 13/2014/TT-NHNN.

Article 3. Amending and supplementing certain articles of Circular No. 22/2014/TT-NHNN guiding the implementation of credit policies under Decree No. 67/2014/NĐ-CP dated July 07, 2014 of the Government on certain policies for the development of fisheries, as amended and supplemented by Circular No. 21/2015/TT-NHNN, Circular No. 12/2018/TT-NHNN, and Circular No. 85/2025/TT-NHNN

Replace the phrase "Department of Economic Sector Credit" with the phrase "Department of Credit" at Article 10 (as amended and supplemented at Article 9 of Circular No. 85/2025/TT-NHNN) and the Forms issued together with Circular No. 22/2014/TT-NHNN.

Article 4. Amending and supplementing certain articles of Circular No. 27/2015/TT-NHNN guiding lending for commercial forest planting and livestock development under Decree No. 75/2015/NĐ-CP dated September 09, 2015 of the Government, as amended and supplemented by Circular No. 85/2025/TT-NHNN

Replace the phrase "Department of Economic Sector Credit" with the phrase "Department of Credit" at Article 10 (as amended and supplemented at Article 11 of Circular No. 85/2025/TT-NHNN).

Article 5. Amending and supplementing certain articles of Circular No. 01/2016/TT-NHNN guiding credit policies for the development of supporting industries, as amended and supplemented by Circular No. 85/2025/TT-NHNN

Replace the phrase "Department of Economic Sector Credit" with the phrase "Department of Credit" at Clause 2, Article 8 (as amended and supplemented at Article 14 of Circular No. 85/2025/TT-NHNN) and Article 9 (as amended and supplemented at Article 15 of Circular No. 85/2025/TT-NHNN).

Article 6. Amending and supplementing certain articles of Circular No. 45/2018/TT-NHNN guiding credit institutions in lending with guarantees from the Credit Guarantee Fund under Decree No. 34/2018/NĐ-CP dated March 08, 2018 of the Government, as amended and supplemented by Circular No. 85/2025/TT-NHNN

Replace the phrase "Department of Economic Sector Credit" with the phrase "Department of Credit" at Article 8 (as amended and supplemented at Article 17 of Circular No. 85/2025/TT-NHNN).

Article 7. Amending and supplementing Article 8 of Circular No. 17/2022/TT-NHNN guiding the implementation of environmental risk management in credit granting activities of credit institutions and branches of foreign banks

"Article 8. Organization of Implementation Heads of units under the State Bank of Vietnam, credit institutions, and branches of foreign banks shall organize and ensure that relevant individuals are responsible for the implementation of this Circular."

Article 8. Amending and supplementing certain articles of Circular No. 21/2024/TT-NHNN regulating documentary credit operations and other business activities related to documentary credit, as amended and supplemented by Circular No. 85/2025/TT-NHNN

Replace the phrase "Department of Economic Sector Credit" with the phrase "Department of Credit" at Clause 1, Article 55 (as amended and supplemented at Article 21 of Circular No. 85/2025/TT-NHNN).

Article 9. Amending and supplementing certain articles of Circular No. 61/2024/TT-NHNN regulating banking guarantees

Replace the phrase "Department of Economic Sector Credit" with the phrase "Department of Credit" at Clause 1, Article 36.

Article 10. Amending and supplementing certain articles of Circular No. 29/2025/TT-NHNN guiding credit institutions and branches of foreign banks to lend in the agriculture and rural sectors

Replace the phrase "Department of Economic Sector Credit" with the phrase "Department of Credit" at Article 7 and the Appendix issued together with Circular No. 29/2025/TT-NHNN.

Article 11. Implementation Provisions

1. This Circular takes effect from July 01, 2026.
2. This Circular repeals Article 2 of Circular No. 85/2025/TT-NHNN.
3. Heads of units under the State Bank of Vietnam, credit institutions, and branches of foreign banks shall be responsible for the implementation of this Circular.
