Circular No. 9/3/8219 on Digital Identity Implementation for Licensed Exchange Companies

The Central Bank of Jordan mandates licensed exchange companies to activate digital identity acceptance via the Sandu Karif application. Companies in categories A and B must comply within six months, while categories C and D have one year from the circular's date. The regulator will periodically monitor progress and enforce necessary measures for non-compliance.

Circular to Licensed Exchange Companies Subject: Digital Documents

Greetings,

Further to our Circular No. (4623/3/9) dated 2026/3/1, which emphasized the necessity for all licensed exchange companies to begin making the necessary arrangements and procedures, in coordination with the Ministry of Digital Economy and Entrepreneurship, to activate and enable the service of accepting digital identity through the Sandu Karif application for traditional personal identity when providing services at all company work locations; we reiterate the necessity to comply with what was stated in our aforementioned circular within the following timeframes:

  • A maximum period of six months from its date for exchange companies classified in categories (A) and (B).
  • A maximum period of one year from its date for exchange companies classified in categories (C) and (D).

We also emphasize the necessity of giving this matter the necessary importance, noting that progress made by you in this regard will be monitored periodically, and necessary measures will be taken according to the circumstances.
