Circular on OTP Security and Fraud Prevention

The Central Bank of Jordan mandates that all banks and mobile payment service companies include the transaction purpose and a fraud warning in One-Time Password (OTP) messages, which must be primarily in Arabic. Financial institutions supervised by the Central Bank are required to monitor and close social media pages impersonating them to facilitate fraud.

Circular to all banks operating in the Kingdom Financial institutions subject to the supervision and oversight of the Central Bank of Jordan

Greetings,

In light of the recent increase in electronic fraud cases, wherein customers share their One-Time Password (OTP) with fraudsters for the purpose of winning prizes or other reasons,

We emphasize to all banks and mobile payment service companies the necessity of including in the OTP message sent to customers to complete transactions the purpose of this message for all transactions. The message must be in Arabic (you may provide the English language option to customers) in clear and understandable text, while warning them of the risks of sharing this code with any other person.

We also emphasize to all financial institutions subject to the supervision and oversight of the Central Bank of Jordan the necessity of tracking fake pages on social media that impersonate your institution to offer false promises to customers with the aim of fraud, and taking the necessary measures to close these pages.

Please accept our highest respect,

Governor Dr. Adel Sherkas
