Circular on the Jordan National Green Taxonomy

The Central Bank of Jordan mandates all banks operating in the Kingdom and licensed financing companies to adopt and apply the Jordan National Green Taxonomy for classifying green projects and activities. This requirement applies to the classification of data and the preparation of reports related to green finance and climate risk management. The taxonomy, approved by the Cabinet on 2026/2/1, serves as a reference framework for transparency and consistency without restricting lending or investment decisions.

Peace be upon you,

In light of the completion of the preparation of the Jordan National Green Taxonomy (JNGT), which was prepared by a national working group formed for this purpose, led by the Central Bank of Jordan and the Ministry of Environment, and comprising all relevant parties from the public and private sectors, including banks operating in the Kingdom through the Green Finance Committee of the Jordan Bankers' Association, and in cooperation with the World Bank, and which was approved for adoption by the Respected Cabinet in its session held on 2026/2/1 under Decision No. (6857). The aim of issuing this taxonomy is to establish clear standards for classifying environmentally sustainable projects and economic activities, thereby contributing to mobilizing green financing locally and internationally, increasing transparency and investor confidence, aligning financing with Jordan's climate commitments and green growth plans, and enhancing reporting and supervisory frameworks for green finance and climate risks.

The importance of this taxonomy lies in its role as a national framework that provides a common reference for the financial system, the public and private sectors, and the economy as a whole, to support the process of monitoring, verifying, and reporting green financing. This helps enhance green financing and the sustainable economy in the Kingdom. It is designed to be used by banks, financial institutions, issuers of green financial instruments, regulatory authorities, and all other companies, institutions, and bodies in the public and private sectors. It should be noted that this taxonomy does not impose or restrict lending, investment, or financing decisions for banks and financial institutions, nor does it oblige them to limit their activities to those classified as "green" under the taxonomy. Rather, it provides a reference framework to support transparency, comparability, and consistency in identifying and reporting environmentally sustainable economic activities.

Accordingly, we have attached to you a CD containing the Jordan National Green Taxonomy in Arabic and English, emphasizing that all banks operating in the Kingdom and licensed financing companies must adopt and apply this green taxonomy for classifying green projects and activities financed by them, and use it for classifying data and preparing reports related to green finance and in any matter related to green finance and climate risk management as required. It should be noted that this taxonomy has also been published on the Central Bank of Jordan's website in Arabic and English.
