Effective November 1, 2026, financial entities and exchange operators must submit applications for current and demand accounts, claims, and contingency connectivity requests to the Current Accounts Management using digital signatures established in Law 25.506. Submissions must be routed through the IDEAR system for those with access, or via email to ctas.ctes@bcra.gob.ar for exchange operators without IDEAR access. Entities utilizing the Electronic Document Management System (GDE) with authorized signatories may use the signature generated within that system. Paper submissions with handwritten signatures are permitted only exceptionally in cases of system unavailability.

TO FINANCIAL ENTITIES, TO EXCHANGE OPERATORS, TO ELECTRONIC CLEARING HOUSES:
Ref.: Circular RUNOR 1-1970: Implementation of digital signature in procedures managed before the Current Accounts Management.
We address ourselves to you to inform you that this Institution has adopted the resolution that, in its pertinent part, provides:
"1. Replace, with effect from 01/11/26, point 2.1. of the consolidated text on Current Accounts and Other Demand Accounts of Financial and Exchange Entities at the Central Bank of the Argentine Republic with the following:
"2.1. Application 2.1.1. Financial entities 2.1.1.1. Current account in pesos: The Sub-Management of Current Accounts will process its opening once the corresponding Communication B has been issued, informing the authorization to operate of the financial entity in question. Once notified of the assigned account number, and for the purpose of registering with the Central Bank of the Argentine Republic the persons authorized to operate their current account at this Institution – as well as the remaining ones whose opening is subsequently requested, in accordance with point 2.1.1.2. – the financial entity must present a note addressed to the Current Accounts Management, signed by its highest authority, in accordance with what is established in point 1.5.1. of the consolidated text on Authorized Signatures before the BCRA.
2.1.1.2. Remaining demand accounts: they must present to the Current Accounts Management a note signed by signatories registered in the Register of Authorized Signatures provided for in Section 1. of the consolidated text on Authorized Signatures before the BCRA, in accordance with the scheme of use of signatures currently in force in that register.
2.1.2. Exchange operators For the purpose of requesting the opening of demand accounts and restricted accounts, in pesos or foreign currency, they must comply with the following:
2.1.2.1. First demand account application: they must present to the Current Accounts Management a note signed by their highest responsible person, witnessed by a public notary in the terms of point 1.3.2. of the consolidated text on Authorized Signatures before the BCRA.

2.1.2.2. Remaining opening applications: they must observe what is provided in point 2.1.1.2. This point includes applications received under the second paragraph of point 1.2. The applications provided for in points 2.1.1.2. and 2.1.2.2. must be submitted via IDEAR. In the case of exchange operators who do not have access to IDEAR, they must submit them from the email address informed to the Register of Exchange Operators to the email address of the Current Accounts Management: ctas.ctes@bcra.gob.ar. In both cases, the applications must be made by a note signed with a digital signature established in Law 25.506. Applications made by entities that use the Electronic Document Management System (GDE) and whose signatories are enabled in the Register of Authorized Signatures provided for in Section 1. of the consolidated text on Authorized Signatures before the BCRA may be submitted through said system using the signature generated there. Only exceptionally, in the event of unavailability of computer or communication systems, paper submissions with handwritten signatures may be admitted."
"4.3. Claims Observations regarding any current account or other demand account summary shall be made by a note addressed to the Current Accounts Management, which must be presented within the timeframes indicated in the preceding point and must be accompanied invariably by a copy of the supporting documentation for the claim (receipts, notes, etc.). The submission must comply with the following:
i. When filed by a financial entity, or by an exchange operator with access to IDEAR: it will be submitted via IDEAR and must be made by a note signed with a digital signature established in Law 25.506.
ii. When filed by an exchange operator without access to IDEAR: it will be submitted from their email address informed to the Register of Exchange Operators to the email address of the Current Accounts Management: ctas.ctes@bcra.gob.ar, and must be made by a note signed with a digital signature established in Law 25.506.
iii. When filed by an entity that uses the Electronic Document Management System (GDE) and whose signatories are enabled in the register of signatures: they may be submitted through said system using the signature generated there.
Only exceptionally, in the event of unavailability of computer or communication systems, paper submissions with handwritten signatures may be admitted."

Entities participating in the Electronic Payment Medium (MEP) that use the Electronic Document Management System (GDE) and whose signatories are enabled in the Register of Authorized Signatures provided for in Section 1. of the consolidated text on Authorized Signatures before the Central Bank of the Argentine Republic may submit the applications through said system using the signature generated there.
Only exceptionally, in the event of unavailability of computer or communication systems, paper submissions with handwritten signatures may be admitted.
i. When filed by financial entities, and by exchange operators with access to IDEAR: they will be submitted via IDEAR and must be made by a note signed with a digital signature established in Law 25.506.
ii. When filed by exchange operators without access to IDEAR: they will be submitted from their email address informed to the Register of Exchange Operators to the email address of the Current Accounts Management: ctas.ctes@bcra.gob.ar, and must be made by a note signed with a digital signature established in Law 25.506.
iii. When filed by MEP participating entities that use the Electronic Document Management System (GDE) and whose signatories are enabled in the register of signatures: they may be submitted through said system using the signature generated there.
Only exceptionally, in the event of unavailability of computer or communication systems, paper submissions with handwritten signatures may be admitted."
Likewise, we inform you that we will subsequently send you the sheets that, in replacement of those previously provided, will need to be incorporated into the consolidated texts of the reference.
