Has decided the following:
Article 1 This Circular sets out the regulatory conditions and procedures applicable to banks, Subject to the provisions of Order No. 2026-148 of July 23, 2026, Mentioned above, regarding the granting of honor loans and financing.
Article 2 Banks must respect the conditions and criteria specified in Order No. 2026-148 When granting honor loans and financing. Banks are also required to respect the applicable regulations within the banks, Including those related to organizational arrangements for banking activities, Especially governance and control rules, And rules for classification and coverage of commitments.
Article 3 Customers requesting an honor loan or financing are obliged to Submit their application exclusively via the dedicated electronic platform Of each bank, subject to compliance with the legislative and regulatory provisions Regarding the protection of personal data and security requirements. The electronic timestamp on the platform confirms the date and time Of the customer's deposit, and applications are ordered by the priority Of their submission. The date and time of deposit and timestamp of the application are also Taken into account for calculating the decision period, as required By Article 6 of Order No. 2026-148.
3 The platform must provide a mechanism to ensure that The timestamp of the application deposit reflects the date and time Of the application submitted by the customer in any written form. Any application submitted by the customer through any other means Than the electronic platform is not considered.
Article 4 Banks subject to the provisions of Order No. 2026-148 Must declare to the Central Bank of Tunisia the honor loans and financing Granted to beneficiaries, in kind, at the time of disbursement of the loan or financing, According to the types of financing or loans indicated by the symbols In Annex 1 to this Circular. Banks subject to the provisions of Order No. 2026-148 Must also include a copy of the approval of the loan or financing request Among the documents consulted before the disbursement of the financing, To verify the status of the loan or financing applicant's commitments In the Central Bank of Tunisia information center, To ensure that the beneficiary has not obtained a loan or financing Of the same type in full.
Article 5 In application of the provisions of Article 9 of Order No. 2026-148, Banks must notify the Central Bank of Tunisia monthly, starting from the first Of the following: • A statement of resources allocated to honor financing lines And honor loans, distributed by governorate, as mentioned In Article 1 of Order No. 2026-148, Including amounts drawn and undrawn; • A statement of all operations recorded on the honor financing line account, Including both debtor and creditor sides. These statements must be submitted to the Central Bank of Tunisia Through the data exchange system according to the models specified In Annexes 2 and 3 to this Circular, within a maximum period Of fifteen days from the end of the month concerned.
Article 6 Banks subject to these measures must take the necessary special procedures For the definition of the stages of study and decision-making on honor loan and financing applications Via appropriate communication channels.
Article 7 This Circular enters into force as of October 1, 2026.
