The Central Bank of Jordan issued Circular No. 14/3/27 on 9/10/2019 to instruct banks to implement amendments to the principles and conditions for the import and use of surveillance cameras, as approved by the Ministry of Interior. The Ministry of Interior authorized the import and use of cameras with built-in or external microphones specifically for documenting banking transactions carried out by visually or hearing-impaired persons, contingent upon submitting a security undertaking to the Ministry. This undertaking requires that such cameras be used solely for this purpose and prohibits their disposal or sale without prior Ministry approval.

Greetings,
Referring to the Financial Consumer Protection Instructions for Customers with Disabilities No. (2018/18) dated 18/11/2018, and specifically regarding Article (11/Fifth) concerning the audio and video documentation of banking transactions carried out by visually and hearing impaired persons.
Attached herewith is the letter from the Ministry of Interior regarding the amendment of the principles and conditions for the import and use of surveillance cameras, for implementation of its contents.

Meeting Minutes
Firstly: The committee formed pursuant to the letter of His Excellency the Minister of Interior No. 102.62/57/26/187547 dated 9/9/2019 held a meeting on Monday, 16/9/2019, chaired by His Excellency the Director of the Security Affairs Directorate, with representatives from (General Intelligence Department, Public Security Directorate, Military Security Directorate) as members, for the purpose of re-examining the principles and conditions for the import and use of surveillance cameras, specifically concerning the new instructions used by the Central Bank of Jordan and the Consumer Protection Association regarding the use of some cameras containing an internal microphone for the purpose of ensuring the rights of hearing and visually impaired persons within banks.
Secondly: After discussing the matter from all its technical and security aspects, the committee collectively recommends approving the amendment of the principles and conditions for the import and use of surveillance cameras through the following additions:
Amendment of Item (Firstly) by adding the following paragraph (9): "The import and use of cameras containing a built-in mic and an external mic is permitted only for the purpose of documenting banking transactions carried out by visually or hearing impaired persons with audio and video, after submitting a security undertaking to use these cameras solely for the purpose for which they were brought and not to dispose of or sell them without prior approval from the Ministry of Interior."
Amendment of Item (Firstly) by adding the following paragraph (10): "The import and use of cameras affixed to any part of the body of workers in hazardous professions, working on high towers, and government facilities, used for monitoring, safety, inspection, and testing, is permitted, provided they are clearly visible and after submitting a security undertaking to use these cameras solely for the purpose for which they were brought and not to dispose of or sell them without prior approval from the Ministry of Interior."
