This resolution amends CMN Resolution No. 5.326 to require that participating institutions fund 30% of the credit operations for the Desenrola Adimplentes program using their own resources. It also updates the calculation method for applicable interest rates by converting remuneration and financial charges into factors and multiplying them. Additionally, it revokes the previous paragraph 2 of article 2 of Resolution No. 5.326. These changes apply to participating institutions acting as creditors under the program and enter into force on the date of publication.
The Central Bank of Brazil, in accordance with Article 9 of Law No. 4,595 of December 31, 1964, makes public that the National Monetary Council, in an extraordinary session held on August 7, 2026, considering the provisions of Article 4, main text, item VI, of Law No. 4,595 of December 31, 1964, and Article 3, paragraph 6, of Provisional Measure No. 1,373 of June 29, 2026,
RESOLVES:
Article 1. Resolution CMN No. 5,326 of July 3, 2026, published in the Official Gazette of the Union on July 6, 2026, shall enter into force with the following alterations:
“Article 2. The resources used by participating institutions, in the capacity of creditors, to carry out credit operations for beneficiaries of Desenrola Adimplentes must come from the following sources:

II - 30% (thirty percent) of own resources of the participating institutions.

“Article 5. The interest rates applicable to participating institutions shall be calculated by converting into factors the remuneration provided for in Article 2, paragraph 1, and the financial charges defined in Article 4, main text, items I and II, as applicable, and their subsequent multiplication.” (NR)
Article 2. Paragraph 2 of Article 2 of Resolution CMN No. 5,326 of July 3, 2026, published in the Official Gazette of the Union on July 6, 2026, is hereby revoked.
Article 3. This Resolution enters into force on the date of its publication.
