The legislation requires all credit providers, bureaus, and debt collectors to register and meet defined market conduct standards to ensure consumer protection and responsible lending. The revised draft and a summary of stakeholder comments are now publicly available as the bill progresses through legislative stages.
3 November 2025 THE CONSUMER CREDIT BILL (CCB): STATUS UPDATE This notice provides a status update on the Consumer Credit Bill (CCB), which is designed to regulate consumer credit transactions, ensure fairness and transparency, and foster responsible lending practices within the Namibian credit market. It consolidates laws related to credit agreements and affects individuals and entities who borrow money, buy goods or services on credit, or function as guarantors. Under the CCB, all credit providers, credit bureaus and debt collectors must adhere to regulations, including the requirement to register, and must meet specified market conduct standards. The CCB aims to ensure consumer protection and foster responsible lending practices within the Namibian credit market. Current Status The Namibia Financial Institutions Supervisory Authority (NAMFISA), in collaboration with the Ministry of Finance, the Bank of Namibia and the Ministry of Industries, Mines and Energy, has conducted a comprehensive review of the submissions received during the nationwide public consultation on the CCB. The final draft of the Bill, incorporating consideration of these comments, has been formally submitted to the Minister of Finance. This notice also serves to provide feedback on how the inputs received were addressed during the revision process.
