Dear Sir,

Regarding the provision of note verification services by officials of scheduled banks to cattle traders to prevent the circulation of counterfeit notes at cattle markets for Qurbani.

In view of the upcoming Holy Eid-ul-Azha, 2021, to prevent the illicit activities of the counterfeit note circulation cycle at all approved cattle markets for Qurbani across Bangladesh (up to Upazila headquarters), you are hereby directed to take necessary measures by establishing counterfeit note detection booths as follows:

1. The list of responsible scheduled banks to provide note verification services to cattle traders free of charge by experienced cash officers using counterfeit note detection machines, adhering to proper health protocols continuously from the start of the market until the night before Eid, at cattle markets under the jurisdiction of Dhaka North City Corporation (DNCC) and Dhaka South City Corporation (DSCC) is attached herewith. In this regard, you are required to send the name, designation, and mobile number of one suitable officer nominated as your coordinator, along with the names, designations, and mobile numbers of the officers nominated to provide services at the said markets, to shahidul.alam449@bb.org.bd and rafat.fatema@bb.org.bd by July 14, 2021. It is noted that the coordinator of your bank will monitor the activities of the officers performing duties at the concerned market.

2. You are directed to instruct your regional offices/main branches to provide necessary assistance for similar measures taken under the leadership of the concerned Bangladesh Bank office at approved cattle markets of the concerned City Corporation/Municipality in districts where Bangladesh Bank offices exist outside Dhaka.

3. For the distribution of responsibilities regarding note verification at approved cattle markets of City Corporations, Municipalities, and Thana/Upazilas in districts where Bangladesh Bank offices do not exist, Sonali Bank Ltd. has been assigned the responsibility. You are required to instruct the district and upazila level branches of your bank to provide note verification services at the cattle markets in accordance with the responsibilities assigned to the Chest Branches of Sonali Bank Ltd.

4. For the convenience and cooperation of the booth establishment program, contact may be established with the concerned City Corporation authorities, District Municipality authorities, and Upazila Executive Officer/concerned Municipality authorities as needed. For overall security, contact may be established with the concerned Police, RAB, and Ansar authorities as needed.

5. If any counterfeit note is detected during note verification at the booth, necessary measures must be taken in accordance with the instructions mentioned in Circular Letter No. Counterfeit Note: 1(Policy)/2007-119 dated 04.09.2007 of this department.

6. A banner/notice mentioning the name of the bank and "Counterfeit Note Detection Booth" must be displayed at the booth.

7. Videos and leaflets containing the security features of previously supplied bank notes must be displayed in sufficient quantity on monitors installed at your bank branches for customers until before Eid.

8. Necessary financial facilities may be provided to the officers/employees performing duties in accordance with the applicable rules of your bank for performing the related duties.

9. A report on the matters implemented by you under the above instructions must be compulsorily sent to this department within the next 15 (fifteen) working days after the completion of the Holy Eid-ul-Azha; and

10. The concerned scheduled bank must ensure that the officers/employees deployed to provide note verification services at the counterfeit note detection booths strictly adhere to proper health protocols.

A final decision has been taken to establish cattle markets for Qurbani at a total of 10 locations (1 permanent market and 9 temporary markets) under the jurisdiction of Dhaka North City Corporation on the occasion of Eid-ul-Azha/2021.
