Dear Sir,

Regarding the provision of note verification and counting services by the officials of scheduled banks to cattle traders at the cattle markets for Qurbani (sacrifice) to prevent the circulation of fake notes.

In view of the upcoming holy Eid-ul-Adha, 2023, to prevent the misdeeds of circulating fake notes at all approved cattle markets for Qurbani (up to Upazila level) across Bangladesh, you are hereby directed to take necessary measures by establishing fake note detection booths as follows:

1. A list of responsible scheduled banks is attached herewith to provide free note verification services to cattle traders/sellers using fake note detection machines at cattle markets approved by Dhaka North City Corporation and Dhaka South City Corporation, continuously from the start of the market until the night before Eid by experienced cash officers. In this regard, you are required to send the name, designation, and mobile number of one suitable officer nominated as the coordinator of your bank, along with the names, designations, and mobile numbers of the nominated officers for service provision, to mahmudul.karim@bb.org.bd and zuyena.rowniz@bb.org.bd by email before 22/06/2023. It is mentioned that the coordinating officer of your bank will monitor the activities of the officers performing duties at the relevant market.

2. In districts where there are offices of Bangladesh Bank outside Dhaka, similar arrangements are necessary at the cattle markets approved by the relevant City Corporation/Union Parishad. You are directed to instruct your Regional Offices/Head Offices to provide necessary assistance under the leadership of the relevant office of Bangladesh Bank.

3. In districts where there are no offices of Bangladesh Bank, responsibilities regarding the cattle markets approved by City Corporations, Municipalities, and Thana/Upazila have been assigned to the Chest branches of Sonali Bank Ltd. by distributing relevant responsibilities among various banks. Accordingly, you are directed to instruct the relevant branches of your bank at the District/Upazila level to provide note verification services at the cattle markets according to the responsibilities distributed by the Chest branches of Sonali Bank Ltd.

4. It is also necessary to ensure the facility of cash counting using cash counting machines at the booths established at the markets.

5. For the convenience and cooperation of the booth establishment program, the relevant City Corporation authorities, District Municipality authorities, and Upazila Executive Officer/Relevant Municipality authorities may contact the relevant Police, RAB, and Ansar authorities for overall security (if necessary).

6. If any fake note is detected during note verification at the booth, necessary measures must be taken in accordance with the instructions mentioned in the Ministry of Finance Circular No.- Fake Note (1) Policy/2007-199 dated 04.09.2007;

7. A banner/notice mentioning the name of the bank and "Fake Note Detection Booth" must be displayed at the booth;

8. The video clip containing the security features of previously supplied bank notes must be displayed on the TV monitors installed at your branches for customers throughout the entire banking time until before Eid;

9. Necessary financial facilities will be provided to the officers/employees performing duties in accordance with the applicable rules of your bank for performing these duties;

10. Within the next 15 (fifteen) working days after the completion of the holy Eid-ul-Adha, a report prepared on the matters conducted by you under the above instructions must be compulsorily sent to the Ministry of Finance; and

11. The relevant scheduled bank must ensure that the officers/employees engaged in the work of providing note verification services at the fake note detection booths strictly follow appropriate health guidelines.
