Decision No. 2026-C-27 Establishing the Climate and Sustainable Finance Commission

The Prudential Control and Resolution Authority (ACPR) has established the Climate and Sustainable Finance Commission through Decision No. 2026-C-27, which repeals and replaces Decision No. 2025-C-13. This new consultative body advises the ACPR on integrating sustainable finance objectives, particularly the financing of the transition to a low-carbon economy, for institutions under its supervision. The Commission is chaired by an ACPR Supervisory College member and includes individuals from ACPR-supervised enterprises, professional federations, academia, associations, and think tanks, with members appointed for a three-year term. It also promotes constructive dialogue on methods for measuring and communicating commitments and advises on strategic orientations concerning climate risks and incentives for sustainable finance.

Prudential Control and Resolution Authority Decision No. 2026-C-27 of June 22, 2026 Establishing a Consultative Commission

The College in plenary session, Having regard to the Monetary and Financial Code, particularly Article L. 612-14-I, Decides:

Article 1 A Consultative Commission, called the Climate and Sustainable Finance Commission, is hereby established, charged with:

  • Advising the Prudential Control and Resolution Authority (ACPR) on how to take into account sustainable finance objectives, particularly the financing of the transition to a low-carbon and sustainable economy, for institutions within its scope of competence;
  • Responding to any specific request from the President of the Authority, the Supervisory College, or its formations;
  • Promoting constructive dialogue among all stakeholders, particularly regarding methods for measuring and communicating commitments to ensure their comparability and monitoring over time;
  • Advising on the strategic orientations and decisions within the purview of the Authority's Supervisory College, particularly concerning the governance and prevention of climate risks, compliance with commitments, and incentives for sustainable finance. The Commission is seized by the President of the ACPR.

Article 2. I - The presidency of the Climate and Sustainable Finance Commission is exercised by a member of the Supervisory College designated by the latter, upon proposal by the President of the ACPR. One or two Vice-Presidents are also designated by the College according to the same procedures. The President of the AMF (French Financial Markets Authority) or their representative is an ex officio member of the Commission.

II - The Commission also includes individuals from enterprises supervised by the ACPR and their professional federations, as well as individuals from the academic world, associations, and think tanks active in the field of competence of the Commission. These members are appointed for a term of 3 years. The list of Commission members is set out in the Annex. The composition of the Commission also aims for a principle of balance between experts and practitioners. The composition of the Commission respects the principle, or failing that, the objective, of parity between women and men.

Article 3. The President establishes, for each meeting of the Commission, its agenda and the list of members and other persons to be summoned. The President may invite qualified persons on the subject under discussion to the Commission's work. The Director General of the Treasury or their representative is invited to the Commission's meetings. The President of the Sanctions Commission may designate a member who attends the Commission's work. The General Secretariat of the ACPR ensures the secretariat of the Commission. The secretariat prepares a summary report of the debates at the end of each meeting. It is communicated to the members for approval at the next meeting.

Article 4. The President establishes a schedule of work which is presented at the first meeting for each referral.

Article 5. The Commission regularly reports to the ACPR Supervisory College on its analyses, where applicable accompanied by its proposals, through its President.

Article 6. This decision repeals and replaces Decision No. 2025-C-13 of March 17, 2025, of the Supervisory College of the Prudential Control and Resolution Authority regarding the establishment of a consultative commission.
