Decision on the Limitation of Fees Charged for the Execution of Instant Credit Transfers

The Council of the Central Bank of Montenegro establishes a cap on fees for instant credit transfers with a value of up to EUR 200. Payers' payment service providers are prohibited from charging fees exceeding EUR 0.05 for electronically initiated transfers, while payees' providers must not charge more than the fee imposed on the payer. This Decision enters into force on the day of its publication in the Official Gazette of Montenegro.

Pursuant to Article 44 paragraph 2 item 3 of the Central Bank of Montenegro Law (OGM 40/10, 6/13, 70/17, 125/23) and Article 56u paragraph (3) of the Payment System Law (OGM 62/13, 111/22, 15/25, 140/25, 103/26), the Council of the Central Bank of Montenegro, at its meeting held on 17 July 2026, passed the following DECISION ON THE LIMITATION OF FEES CHARGED FOR THE EXECUTION OF INSTANT CREDIT TRANSFERS Article 1 This Decision establishes a cap on the fees that payment service providers charge for the execution of instant credit transfers. Article 2 The payer's payment service provider shall not charge the payer a fee exceeding EUR 0.05 for the execution of electronically initiated instant credit transfers (via internet banking or mobile banking) with a value of up to EUR 200. Article 3 The payee's payment service provider shall not charge the payee a fee for the receipt of instant credit transfers with a value of up to EUR 200 that exceeds the fee referred to in Article 2 of this Decision. Article 4 This Decision shall enter into force on the day of its publication in the “Official Gazette of Montenegro”.
