The National Financial Market Commission (CNPF) Board of Directors issued decisions on April 7, 2026, mandating the public consultation of a draft law that expands consumer credit regulations and caps associated costs, while approving advisory informational documents for mandatory motor insurance that insurers must implement by June 25, 2026. The regulator also authorized the corporate restructuring of "ELAT" JSC into a limited liability company and ordered the deregistration of 55,000 ordinary shares from "BASWOOL" JSC following its liquidation. Furthermore, the CNPF issued repeated compliance summons to "TRANSELIT" JSC for failing to settle a consumer insurance claim, threatening a 12,000 lei coercive fine, and announced technical assistance sessions and training workshops to align credit market oversight and crypto-asset supervision with EU standards.
At its meeting on April 7, 2026, the Board of Directors of the National Financial Market Commission (CNPF) adopted a series of decisions concerning consumer protection and the capital market, inter alia:
I. Regulation:
Approval of the CNPF Decision regarding the forwarding for review and public consultation of the draft law on consumer credit contracts. The draft extends the regulatory framework applicable to certain forms of lending, including interest-free loans, and introduces clear limits on costs that may be imposed on the consumer. Approval of the informational documents regarding the insurance product related to mandatory third-party motor insurance contracts (domestic and foreign). The documents were prepared by the CNPF as recommendations to facilitate the application of the regulatory framework. They are of an advisory nature, with insurance companies having the option to adapt them according to legislative amendments or practical needs. It should be noted that insurers and insurance intermediaries will be required to make pre-contractual information available to consumers, according to the model adopted by the CNPF, starting from June 25, 2026 .
II. Authorization:
Authorization of the reorganization of the joint-stock company "ELAT" through transformation into a limited liability company.
Deletion from the Register of Securities Issuers, following liquidation, of the securities previously issued by FIRMA "BASWOOL" JSC, amounting to 55,000 registered ordinary shares.
III. Supervision:
Repeated summons of the insurance company "TRANSELIT" JSC for non-compliance with CNPF Decision No. 34/8 of July 15, 2025, by which the insurer was ordered to take measures to regularize a claims file and pay the insurance compensation. Previously, for non-compliance, a coercive fine of 4,000 lei was imposed on the insurance company, but this did not result in the fulfillment of the established obligations. Under these circumstances, the CNPF has repeatedly summoned the insurer to execute the aforementioned Decision; otherwise, it risks a new coercive fine of 12,000 lei, a measure deemed proportional and necessary to ensure the execution of the administrative act and protect consumer rights.
