The document also outlines regulatory alignment efforts for consumer and mortgage lending with EU standards and reports on a specialized training workshop for CNPF specialists regarding crypto-asset regulation and supervision.
During the meetings held on April 28-29, 2026, the Board of Directors of the National Financial Market Commission (CNPF) adopted a series of decisions concerning consumer protection and the capital market, inter alia:
I. Regulation:
Approval of the Regulation on the direct settlement procedure within compulsory third-party motor liability insurance (RCA). This establishes rules regarding collaboration between RCA insurers, covering procedural stages, the mechanism for recovering and compensating paid amounts, as well as the deadlines and conditions for payments between insurers. Direct settlement is an auxiliary service that may be optionally offered by the RCA insurer for an additional fee. This service allows the insured person, when not at fault for the accident, to resolve their claim file directly with their own RCA insurer, without needing to contact the RCA insurer of the at-fault party. By introducing this mechanism, direct settlement can contribute to simplifying the claims management process and orienting RCA services toward the needs of the injured party. After paying the compensation, the injured party's RCA insurer will recover the paid amount from the at-fault party's RCA insurer. The implementation and provision of this service by insurers is optional. Furthermore, its application is conditional upon the use of automated information systems for claims assessment. Additionally, modifications have been made to the forms used in RCA insurance to reflect the direct settlement option and ensure alignment with the new provisions. The Regulation also includes clarifications and aspects regarding the conclusion of contracts via electronic means. The draft was submitted for public consultation, and the new provisions will become applicable within six months of publication in the Official Monitor of the Republic of Moldova.
II Authorization:
Registration in the Register of Securities Issuers of the results regarding:
the II issuance of bonds, under the Offering Program (IV), of the Commercial Bank "MOLDOVA-AGROINDBANK" SA, in the amount of 124,840,000 lei, consisting of 6,242 class VI nominal bonds, with a nominal value of 20,000 lei per bond, with a circulation term of 3 years, with a floating interest rate linked to the weighted average interest rate on new deposits attracted across the entire banking sector (in national currency), with a term of 6 to 12 months, published on the official website of the National Bank of Moldova ( www.bnm.md ) on the first day of the public offering period (30.03.2026) and which is modified annually on the same date (month and day) + a fixed margin of 1.0%, paid monthly.
the securities of the Joint Stock Company RESTAURANT "NISTRU", related to the increase of share capital by 15,600,000 lei, by increasing the nominal value of a share from 1 lei to 27 lei, with the restructuring of previous securities issuances from equity. The company's share capital, after the increase and restructuring, will amount to 16,200,000 lei, divided into 600,000 ordinary nominal shares, with a nominal value of 27 lei per share.
Deregistration from the Register of Securities Issuers, as a result of liquidation, of the securities previously issued by the WHOLESALE TRADE ENTERPRISE JOINT STOCK COMPANY "ANGROCULTCOM", amounting to 15,000 ordinary nominal shares.
Approval of the securities valuation reports held by the fiduciary companies CF "BV Fiduciar Invest" SA, CF "Econ-Renaștere" SA, and "Compania Fiduciară a Feroviarilor" SA, in the context of the non-award of 50 joint stock companies in auctions held at the Moldovan Stock Exchange during the period March 30 - April 3, 2026. The revaluation was carried out by the liquidation commissions, by reducing sale prices by up to 5%, in accordance with applicable regulatory provisions and taking into account the financial situation of the issuers and the structure of the securities portfolios. The decision allows the continuation of the process of monetizing the share packages held by the three fiduciary companies, in order to complete the liquidation procedures.
