DECLARATORIA by which it is determined that the properties identified as: Fraction A, Fraction B and Fraction D, with areas of 3,900 square meters, 5,736

At the margin, a seal with the National Coat of Arms, which reads: United Mexican States.- Treasury.- Ministry of

Treasury and Public Credit.- Institute of Administration and Appraisal of National Assets.- D.R.-001-2025.

DECLARATORIA BY WHICH IT IS DETERMINED THAT THE PROPERTIES IDENTIFIED AS:

FRACTION A, FRACTION B AND FRACTION D, WITH AREAS OF 3,900 SQUARE METERS,

5,736.87 SQUARE METERS AND 8,064.72 SQUARE METERS

RESPECTIVELY, WITH

TOTAL AREA OF 17,701.59 SQUARE METERS THAT WERE SEGREGATED FROM A

LARGER AREA, LOCATED ON CRISANTEMA STREET NUMBER 13, ATLAMPA NEIGHBORHOOD,

CUAUHTÉMOC MAYORALTY, MEXICO CITY, THAT WERE TRANSFERRED FREE OF CHARGE IN FAVOR OF THE STATE-MAJORITY PARTICIPATING ENTERPRISE NAMED

SERVICIOS METROPOLITANOS S.A. DE C.V. REVERT TO THE FEDERATION'S PATRIMONY.

DR. PABLO ISRAEL ESCALONA ALMERAYA, President of the Institute of Administration and Appraisal of

National Assets, Decentralized Administrative Body of the Ministry of Treasury and Public Credit,

based on what is established in articles 1, 2 fraction I, 17, 26, 31 fractions XXIX and XXX of the Organic Law

of the Federal Public Administration; 2 fractions II and IV, 29 fractions I and XV, 93 second paragraph,

94 second paragraph and 101 fraction IV of the General Law of National Assets; 4 Section G, fraction V,

48 and

49 of the Internal Regulations of the Ministry of Treasury and Public Credit; 1, 3 fraction X, 4 fraction I, subsection

a) and 6 fractions XXVI and XXXIII of the Regulations of the Institute of Administration and Appraisal of National

Assets; deem it appropriate to issue this declarator, in accordance with the following:

C O N S I D E R I N G S

FIRST.- That by Public Deed number 308 dated July 30, 1969, granted before the notary public number 134 of the then Federal District and of the National Patrimony, it was recorded the sales contract celebrated by Petróleos Mexicanos in its capacity as seller, and the Federal Government, in its capacity as buyer, regarding various real estate properties, including the fraction with an area of 21,760.36

square meters, located on Crisantema Street number 13, between Insurgentes Norte Avenue and the

Extension of Pino Street, Mexico City, registered in the Federal Property Registry under

Real Folio number 847 dated May 21, 1979.

SECOND.- That the area, measurements and boundaries of the real estate property subject to this Agreement are

recorded in topographic plan number A-1673, prepared on a scale of 1:500, dated July 1978,

approved and registered by the then Federal Property Cadastre Directorate, attached to the Directorate

General of Control of Real Estate and Federal Zone, and certified on September 10, 2024, by the

now Directorate of Public Registry and Real Estate Control, attached to the Directorate General of Policy and

Real Estate Management of the Institute of Administration and Appraisal of National Assets.

THIRD.- That by Presidential Decree of January 19, 1981, published in the Official Gazette of the

Federations on March 17, 1981, authorization was granted to the then Ministry of Human Settlements and

Public Works, to act in the name and representation of the Federal Government, to transfer free of charge the

properties identified as: Fraction A, Fraction B and Fraction D, with areas of 3,900 square meters,

5,736.87 square meters and 8,064.72 square meters

respectively, with a total area of 17,701.59

square meters that were segregated from a larger area, located on Crisantema

Street number 13, Santa María la Ribera Neighborhood, (currently Atlampa Neighborhood), Mexico City, in

favor of the State-Majority Participating Enterprise of Mexico City named "Servicios

Metropolitanos" S.A. de C.V. (SERVIMET) for the construction of the necessary facilities to relocate

the materials warehouse that the Public Transport System then had at the property located

on Calzada de la Ronda No. 88, (sic) of Mexico City.

FOURTH.- That article two of the Decree mentioned in the previous consideration determined

the

following:

" ARTICLE TWO.- If Servicios Metropolitanos, S.A. de C.V., does not use the land fractions

for the purposes for which they are transferred to it, or if having done so, gives them a use different from that provided for in this

Decree, without prior authorization from the Ministry of Human Settlements and Public Works, said

assets, as well as their improvements and accessions, will revert in favor of the Federal Government. The conditions referred to in this article will be inserted in the respective transfer deed. "

FIFTH.- That by letter number DG/00250/2023 dated October 12, 2023, the Housing Institute of

Mexico City requested the deincorporation from the public domain regime of the Federation

and its authorization for transfer free of charge regarding a fraction of 19,889.72 square

meters, which includes the 17,701.59 square meters subject to this Reversal Declarator, in

virtue that the "Crisantema 13" Residential Unit is constructed on said property.

SIXTH.- That by letter number DIDI/SDDI/D.DESI/2622/2024 dated September 9, 2024, the

Directorate of Incorporation and Deincorporation of Real Estate attached to the General Directorate of

Administration of Federal Real Estate Patrimony of this Institute of Administration and Appraisal of National

Assets, notified the General Director at SERVIMET, State-Majority Participating Enterprise of

Mexico City that, in virtue that the real estate described in the Third Consideration of this

Reversal Declarator does not have the use for which it was granted, the reversal cause

provided for in article two of said Presidential Decree would be applied.

SEVENTH.- That by letter number SAF/SM/DG/CAJ/3295/2024 dated September 25, 2024,

the Legal Affairs Coordinator of SERVIMET, State-Majority Participating Enterprise of

Mexico City, stated: "Regarding this and attending to the meeting with personnel from the Housing Institute

in which various antecedents were provided, which account that a residential unit known as "Crisantemo" was built on a fraction of the property (which was corroborated by the Subdirectorate of

Information and Technology Systems), in addition that the fractions of the property in question are currently not found in the accounting records, with the aim of contributing to the regularization of the Residential Unit "Crisantemo", corner of Ferrocarril Central, Atlampa Neighborhood, Cuauhtémoc Mayoralty, I allow myself to inform that SERVIMET has no objection to continuing with the actions aimed at the

reversal indicated in the aforementioned Decree".

EIGHTH.- Based on the above, since SERVIMET, State-Majority Participating Enterprise of

Mexico City did not use the fractions of the real estate that were transferred to it free of charge to relocate the materials warehouse that the Public Transport System then had at the property located

on Calzada de la Ronda number 88, of Mexico City, and on said land fractions,

the "Crisantema 13" Residential Unit is currently built, the reversal cause

provided for in article two of said Presidential Decree is fulfilled, in concatenation with what

is established in article 93, second paragraph, of the General Law of National Assets.

NINTH.- That by letter number SPOTMET/DGPU/DCT/00696/2025 dated February 17, 2025, the

Secretariat of Planning, Territorial Order and Metropolitan Coordination of Mexico City,

informed that the properties subject to this Agreement are located in the Atlampa Neighborhood.

TENTH.- That taking into consideration the statements made by the Legal Affairs Coordination

of SERVIMET, State-Majority Participating Enterprise of Mexico City, from which

its express consent derives for this Institute of Administration and Appraisal of National Assets to carry out the reversal of the properties in question, it is appropriate to issue this Declarator of

Reversal without it being necessary to substantiate the administrative procedure referred to in article

94, 108 to 112 of the General Law of National Assets, regarding the recovery of ownership and possession of

real estate transferred free of charge.

Based on article 9 fraction XIV of the Regulations of the Institute of Administration and Appraisal of National

Assets, the Legal Unit issued an opinion deeming the present Declarator of

Reversal appropriate; therefore, based on the considerations referred to, I have deemed it appropriate to issue the following:

D E C L A R A T I O N

FIRST.- It is declared that the properties identified as: Fraction A, Fraction B and Fraction D, with

areas of 3,900 square meters, 5,736.87 square meters and 8,064.72 square meters

respectively, with a total area of 17,701.59 square meters that were segregated from a real estate

of larger extension, located on Crisantema Street number 13, Atlampa Neighborhood, Cuauhtémoc Mayoralty,

Mexico City, revert to the patrimony of the Federation, in attention to what is exposed and founded on the

considerations of this instrument.

SECOND.- In accordance with what is established in article 94, second paragraph, of the General Law of

National Assets, this Declarator of Reversal constitutes the title of ownership of the Federation

over the properties subject to the reversal in question.

THIRD.- Publish this Declarator of Reversal in the Official Gazette of the Federation and

register it in the Federal Property Registry and in the Public Property Registry that

corresponds to the location of the reverted properties.

This Declarator of Reversal will take effect the day following its publication in the Official Gazette

of the

Federations.
