DECLARATORY by which it is established that the Federal property known as Ex Convent of Fray Juan de Sahagún, with Federal Real Estate Registry 11-1549-6, located at Avenida Revolución 204, in the Municipality of Salamanca, State of Guanajuato, with an area of

DECLARATORY BY WHICH IT IS ESTABLISHED THAT THE FEDERAL PROPERTY KNOWN AS "EX CONVENT OF FRAY JUAN DE SAHAGÚN", WITH FEDERAL REAL ESTATE REGISTRY 11-1549-6,

LOCATED AT AVENIDA REVOLUCIÓN 204, IN THE MUNICIPALITY OF SALAMANCA, STATE OF

GUANAJUATO, WITH AN AREA OF 10,571.225 SQUARE METERS, FORMS PART OF THE

ASSETS OF THE FEDERATION.

GABRIELA GUERRERO AGUILAR, General Director of Administration of the Federal Real Estate Assets

of the Institute of Administration and Appraisal of National Assets, an Administrative Body

Decentralized of the Ministry of Treasury and Public Credit, based on what is provided by

Articles 27, fraction II, and the Seventeenth Transitory of the Political Constitution of the United Mexican

States; 1, 2, 3, 4, 24, 25, and 26 of the Law on Nationalization of Assets, Regulatory of fraction II of the

Constitutional Article 27; 2 fraction I, 17, 26, and 31 fractions XXIX and XXX of the Organic Law of the

Federal Public Administration; 2, fractions VII and VIII, 28, fraction IV, 42 fraction III, 48, 55, 79 fraction II, 99

fraction IV, and 101 fraction IV of the General Law of National Assets; 4, Section G, fraction V, 48, and 49 of the

Internal Regulations of the Ministry of Treasury and Public Credit, 9, 35 fraction II, and 36 of the Federal Law of

Administrative Procedure, 1, 3 fractions VIII, XXVI, and XXVIII, 4 fraction I subsection e), 5, 7 fractions XIV,

XVIII, XXIII, and XXIV, and 11 fractions XI and XV of the Regulations of the Institute of Administration and Appraisal

of National

Assets, and provision 118-6 fraction II of the Agreement by which the one by

which the provisions in Matter of Material Resources and General Services are reformed, published on July 16,

2010, reforms published in the Official Journal of the Federation on October 3, 2012, and April 5, 2016, and

CONSIDERING

I.- That the Federal property known as "Ex Convent of Fray Juan de Sahagún", located at Avenida

Revolución 204, in the municipality of Salamanca, State of Guanajuato, with an area of 10,571.225 square

meters, is under the possession, control, and administration as owner by the Federal Government,

through the Ministry of Treasury and Public Credit, through its Administrative Body

Decentralized, Institute of Administration and Appraisal of National Assets, of which, the fraction with

area of 5,398.269 square meters, known as "Centro de las Artes de Guanajuato", is in

use by the Government of the State of Guanajuato, through the State Institute of Culture; the fraction with

area of 3,324.496 square meters, known as "Convent of Fray Juan de Sahagún" or "Temple of

San Agustín", by the San Agustiniana Organization; and the fraction with area of 1,848.461 square

meters, known as "Casa de la Cultura", in use by the H. City Council of Salamanca, State of

Guanajuato, occupying it since the year 1984, facts that are recorded by means of detailed minutes

dated March 10, 2023, and January 5, 2024.

II.- That the property subject to this declaratory is controlled in the Inventory of

Federal and Para-State Real Estate Assets of the Federal and Para-State Real Estate Information System,

with Federal Real Estate Registry 11-1549-6.

III.- That the property subject to this regulation has an area of 10,571.225 square

meters, whose measurements and boundaries are recorded in topographic plan number TOPO PB 1, approved

and registered by the Directorate of Public Registry and Real Estate Control, attached to the General Directorate of

Real Estate Policy and Management of this Institute, under number DRPCI/7063/11-1549-6/2022/T, dated April 19

of 2022, whose polygonal description is described below:

IV.- That the Ministry of Treasury and Public Credit, through its Administrative Body

Decentralized, Institute of Administration and Appraisal of National Assets, since before the time referred to and until today, has had custody and surveillance of the property known as "Ex Convent of Fray

Juan de Sahagún", of which, the fractions described in the preceding Consideration;

with number 1, is occupied by the "Centro de las Artes de Guanajuato", in use by the Government of the State of Guanajuato, through

the State Institute of Culture, with number 2, known as "Convent of Fray Juan de Sahagún" or

"Temple of San Agustín", by the San Agustiniana Organization, and with number 3, known as "Casa de la

Culture", in use by the H. City Council of Salamanca, State of Guanajuato, as is derived from the

administrative antecedents of the property that are in the file in charge of the General Directorate of

Administration of Federal Real Estate Assets.

V.- That by means of Form with Key I-0011204152, derived from the public consultation of the National Catalog of

Historic Immovable Monuments of the National Institute of Anthropology and History dated September 5

of 2024, it is recorded that the property known as "Temple of San Agustín" is considered as a

historic monument.

VI.- That by means of Certificate of Registration or Non-Registration, with application number 1082280, dated

resolution of July 5, 2022, the Public Property Registry of Salamanca, Guanajuato, certified that

having carried out a search in the corresponding files of the Municipality of Salamanca,

Guanajuato, no registration of the property known as Ex Convent of Fray Juan de Sahagún was found,

located at Avenida Revolución number 204, corner Vasco de Quiroga, with an area of 10,571.225

square meters.

VII.- That having met the legal requirements, integrating the corresponding administrative file, the

administrative procedure to issue the Declaratory provided for in Article 55 of the General Law

of National Assets began, carrying out the following diligences:

a)

By means of office number DGAPIF/DIDI/STURI/DTI/0742/2024, dated March 13, 2024,

received by the General Directorate of Financial Management of the City Council of Salamanca on the

same date, the Municipal President of Salamanca, State of Guanajuato was notified of the start

of the administrative procedure to issue the Declaratory that the property with Registry

Federal Real Estate 11-1549-6, known as "Ex Convent of Fray Juan de Sahagún", located at

Avenida Revolución 204, in the municipality of Salamanca, State of Guanajuato, with an area of

10,571.225 square meters, forms part of the assets of the Federation, with the legal term

disposed to the interested parties expiring on April 5, 2024.

b)

On April 12, 2024, the notice of start of procedure referred to in

Article 55 fraction I of the General Law of National Assets was published in the newspapers known as

"MILENIO", on page 9, and "Periódico Correo", on page 7, with the legal term

disposed to the interested parties expiring on May 3, 2024.

VIII.- That having integrated the corresponding file, properly processed the administrative process

and the deadlines established in Article 55 of the General Law of National Assets having passed,

without opposition from any legitimately interested party having been presented; it is appropriate in terms of what is provided

by Article 55 fraction IV of the cited law, to issue the following:

DECLARATORY

FIRST.- It is declared that the Federal property known as "Ex Convent of Fray Juan de Sahagún",

located at Avenida Revolución 204, in the municipality of Salamanca, State of Guanajuato, with an area of

10,571.225 square meters, with Federal Real Estate Registry 11-1549-6, is under the possession,

control, and administration as owner by the Federal Government, through the Ministry of Treasury and

Public Credit, through its Administrative Body Decentralized, Institute of Administration and

Appraisal of National Assets, forms part of the assets of the Federation, of which, the fraction with area

of 5,398.269 square meters, known as "Centro de las Artes de Guanajuato", is destined for the Government of

the State of Guanajuato, for use by the State Institute of Culture; the fraction with area of 3,324.496

square meters, occupied by the property in use of Religious Association or open to public

worship,

known as "Convent of Fray Juan de Sahagún" or "Temple of San Agustín", by the San

Agustiniana Organization; and the fraction with area of 1,848.461 square meters, known as "Casa de la Cultura", is

destined for the H. City Council of Salamanca, State of Guanajuato, based on what is provided by

Article 55 of the General Law of National Assets.

SECOND.- That this Declaratory constitutes the title of ownership of the property in favor of the

Federal Government.

THIRD.- Publish this Declaratory in the Official Journal of the Federation.

FOURTH.- Register it in the Public Property Registry that corresponds to the location of the property

subject to this Declaratory and in the Federal Public Property Registry.

FIFTH.- Comply.

TRANSITORY

SINGLE.- This Declaratory shall enter into force the day after its publication in the Official Journal of

the Federation.
