The Ministry of Finance's Financial Institutions Division directs all affiliated offices and institutions to organize activities such as discussion meetings, wearing black badges, and prayer gatherings to observe the National Mourning Day for the 43rd anniversary of the martyrdom of Bangabandhu Sheikh Mujibur Rahman. Financial institutions are required to ensure employee attendance at national programs organized by district and upazila administrations and to coordinate their own schedules with the national agenda. A follow-up meeting is scheduled for the first or second week of August to review the detailed implementation plans submitted by these entities.

Minutes of the Preparatory Meeting held on the occasion of the observance of the National Mourning Day on the 43rd anniversary of the martyrdom of the Great Architect of Independence, Father of the Nation, Bangabandhu Sheikh Mujibur Rahman

After welcoming all present, the Chairperson started the meeting's agenda. At the beginning of the meeting, he highlighted the significance of the day and provided guidance on the actions to be taken by the Financial Institutions Division and all offices under this division for the observance of the National Mourning Day on the 43rd anniversary of the martyrdom of the Great Architect of Independence, Father of the Nation, Bangabandhu Sheikh Mujibur Rahman. Additional Secretary Mr. Manik Chandra De, based on instructions received from the Cabinet Division, stated that on Wednesday, 15 August 2018, national flags must be flown at half-mast in all government, semi-government, autonomous institutions, educational institutions, and private buildings. Furthermore, all offices/institutions under this division must ensure the attendance of all employees at the respective levels in the national programs organized by the district and upazila administrations, alongside their own work schedules.
In this context, the Chairperson called upon everyone to participate in welfare-oriented work serving humanity by embracing the ideals of Bangabandhu Sheikh Mujibur Rahman. Additionally, keeping the National Mourning Day in mind, he instructed all institutions/offices under this division to formulate and implement their own work schedules in coordination with the national program.
The representative of the Microcredit Regulatory Authority stated in the discussion that preparations are underway to observe the National Mourning Day among nearly 700 institutions under their purview. All their large 20 institutions at the divisional and district levels have been directly involved in the program, and other institutions will participate in specific programs organized by the district and upazila administrations.
The Insurance Development and Regulatory Authority, Life Insurance Corporation, and General Insurance Corporation stated that they will organize prayer gatherings (Dua Mahfil), wear black badges, and hold rallies across the country. ICBC and the Bangladesh Securities and Exchange Commission expressed plans to hold charity feasts, prayer gatherings (Dua Mahfil), and discussion sessions on the life of Bangabandhu.
Additionally, Krishi Bank has planned to display a portrait of Bangabandhu in front of the bank building on the National Mourning Day, for employees at all levels to wear black badges throughout the month, to offer flower wreaths at the portrait of Bangabandhu on the National Mourning Day, and to hold Milad Mahfil and Quran Tilawat programs. The Managing Director and CEO of Janata Bank Limited informed the meeting that the bank has adopted a similar program.
After detailed discussion in the meeting, the following decisions were taken:
All offices/institutions under this division will formulate and implement their own work schedules in coordination with the national program.
All offices/institutions under the Financial Institutions Division will organize events such as discussion meetings, wearing black badges, and prayer gatherings (Dua Mahfil) to observe the National Mourning Day with due dignity, and ensure the attendance of all employees in the national programs organized by the district and upazila administrations.
Various offices/institutions will undertake programs for the service of humanity/welfare along with other adopted programs.
A follow-up meeting will be held in the first or second week of August for all offices/institutions under this division on the occasion of the observance of the National Mourning Day. All offices/institutions will present their detailed adopted programs at the said meeting.
Finally, the Chairperson concluded the meeting by calling for the proper observance of the National Mourning Day on the 43rd anniversary of the martyrdom of the Great Architect of Independence, Father of the Nation, Bangabandhu Sheikh Mujibur Rahman.
