Banking Financial Institutions must submit monthly statistical reports regarding banking agent activities to the National Bank of Angola. Given the need to define rules and procedures for reporting statistical information to the National Bank of Angola regarding the activity of Banking Agents, aiming to monitor financial intermediation activity in the banking sector;
Considering the provisions of Notice No. 07/2020, of April 2, on the Expansion of Banking Services;
Under the combined provisions of letters d) and f) of Article 21 and letter d) of paragraph 1 of Article 51 of Law No. 16/10, of July 15, Law of the National Bank of Angola, and Article 96 of Law No. 12/15, of June 17, Law on the Basic Framework of Financial Institutions.
This Directive serves to establish the following:
Banking Financial Institutions must submit statistical maps monthly as established in Annex I “Monthly Statistical Reporting Map of Banking Agents”, contained in this Directive and forming an integral part of it.
For the purposes of the preceding paragraph, when filling out the aforementioned Map, Institutions must observe the provisions of Annex II, on Procedures for Reporting Statistical Information, contained in this Directive and forming an integral part of it.

The map must be submitted electronically, by 8:30 AM on the 8th day of the following month, using the Financial Institutions Portal (PIF), observing the specifications of the XML message.
For the purposes of the preceding paragraph, while the PIF is not available for sending and receiving information as per this Directive, Institutions must proceed to send the same in Excel format to the email address: Div_Aval_Impacto@bna.ao.
Non-compliance with the provisions of this Directive constitutes an offense provided for and punishable under Law No. 12/15, of June 17, Law on the Basic Framework of Financial Institutions.
Doubts and omissions resulting from the interpretation of this Directive are resolved by the National Bank of Angola.

ANNEX II Procedures for Reporting Statistical Information On Banking Agents
I. Introduction This document reports the technical specifications of the attached map in Excel format for the reporting of Banking Agent statistics to be sent by Financial Institutions. In this sense, Financial Institutions (FIs) must fill out the Monthly Map and Summary Map of Banking Agents, in accordance with this Procedures Manual.
II. Monthly Reporting Map of Banking Agent Statistics This map presents the general information of Banking Agents, detailed by Provinces and respective Municipalities.
III. Description of Indicators
Geographical Distribution - is composed of two indicators namely, the column of Provinces and Municipalities. 1.1 Provinces/Municipalities - Represents the column of the 18 Provinces and respective Municipalities where each Financial Institution will have contracted its Banking Agents.
Banking Agent Data - This column is composed of 7 indicators namely: 2.1. Agent Name - This sub-column should be filled with the name or designation of the Banking Agent. 2.2. Agent Tax ID - This sub-column should be filled with the Tax Identification Number of the Banking Agent. 2.3. Address of the Establishment where Activity will be Exercised - This sub-column should be filled with the exact address of the Agent's commercial point. 2.4. Business Activity - This sub-column should be filled with the branch of activity in which the agent is engaged.

2.5. Date of Contracting - This column should be filled with the date of contracting of the Banking Agent by the Financial Institution. 2.6. Phone Contact - This column should be filled with the Fixed/Mobile phone numbers of the Banking Agent. 2.7. Email - This column should be filled with the email address of the Banking Agent.
Personal Identification of Management Members – This column is composed of: • ID – this sub-column is filled with the Identity Card number of the managers. • Tax ID – this sub-column is filled with the Tax Identification Number of the managers. • Phone Contact - this sub-column is composed of the phone contact and the email of the managers. • Email - This sub-column should be filled with the email of the managers.
Working Capital to Support Operations - This column should be filled with the maximum and minimum amounts defined as working capital so that the corresponding agent can ensure the normal exercise of its activity. • Maximum Amount for Working Capital - This sub-column should be filled with the maximum amount defined as working capital so that the corresponding agent can ensure the normal exercise of its activity. • Minimum Amount for Working Capital - This sub-column should be filled with the minimum amount defined as working capital so that the corresponding agent can ensure the normal exercise of its activity.

Number of Cards – This column is composed of two indicators namely, female and male, and corresponds to the number of cards assigned to clients by gender, from the first to the last day of the month under analysis. This value must be equal to that of the summary map in the item “accounts with card”, in the agent line referring to the movement of the month. 2.1. Female - This sub-column is filled with the total number of cards issued for each account opened by the female gender in the respective Municipalities. 2.2. Male - This sub-column is filled with the total number of cards issued for each account opened by the male gender in the respective Municipalities.
Document used for Account Opening - This column is composed of 4 (four) indicators (sub-columns), whose total must be equal to the total by Province in the column number of accounts opened in the period. • ID – This sub-column is filled with the total of accounts opened with ID in the respective Municipality. • Passport – This sub-column is filled with the total of accounts opened with the passport in the respective Municipality. • Personal ID Card – This sub-column is filled with the total of accounts opened with the personal ID card in the respective Municipality. • Other Documents – This sub-column is filled with the total of accounts opened with another document, authorized by the bank, such as: school card, electoral card, registration card, document of the residence commune, etc.

Movements in Current Accounts (quantity) - This column records the number of times the account is moved and is composed of 8 (eight) indicators namely: 4.1 Total Deposits at the Banking Agent – This sub-column is filled with the number of times deposit operations were made at the Banking Agent by clients, in each Municipality. 4.2 Total Withdrawals at the Banking Agent - This sub-column is filled by the number of withdrawal operations made at the Banking Agent by clients, in each Municipality. 4.3 TPA - This sub-column is filled by the number of payment operations made by clients through TPAs, in each Municipality. 4.4 ATM Transfers Debit - This sub-column is filled by the number of debit transfer operations made at ATMs by clients, in each Municipality. 4.5 ATM Transfers Credit - This sub-column is filled by the number of credit transfer operations made at ATMs by clients, in each Municipality. 4.6 Interbank Transfers Debit - This sub-column is filled by the number of interbank debit transfer operations made at ATMs by clients, in each Municipality. 4.7 Interbank Transfers Credit - This sub-column is filled by the number of interbank credit transfer operations made at ATMs by clients, in each Municipality. 4.8 ATM Withdrawal - This sub-column is filled by the number of withdrawal operations made at ATMs by clients, in each Municipality.
Movements in Current Accounts (in Value) - This column represents the values moved in the said account and is composed of 8 (eight) indicators namely: 5.1 Total of Deposits at the Banking Agent – This sub-column is filled with the total value of deposits made at the Banking Agent by clients, in each Municipality.

5.2 Total of Withdrawals at the Banking Agent - This column is filled with the total value of withdrawals made at the Banking Agent by clients, in each Municipality. 5.3 TPA - This sub-column is filled with the total value of payments made by clients at TPAs, in each Municipality. 5.4 ATM Transfers Debit - This column is filled with the total value of debit transfers made at ATMs by clients, in each Municipality. 5.5 ATM Transfers Credit - This sub-column is filled with the total value of credit transfers made at ATMs by clients, in each Municipality. 5.6 ATM Withdrawals - This sub-column is filled with the total value of withdrawals made at ATMs by clients, in each Municipality. 5.7 Final Balance - This sub-column is filled with the value of the balance resulting from all operations of the period under analysis. 5.8 Average Balance - This sub-column is filled with the value of the average balance resulting from all operations of the period under analysis.
Credit - This column represents the quantity of credits assigned by the Banking Agent. • Number of Credits requested from the Bank through the Banking Agent - This sub-column is filled by the number of credits requested from the Banking Agent, in each Municipality. • Amount of Credits requested from the Bank through the Banking Agent - This sub-column is filled by the amount of credits requested from the Banking Agent, in each Municipality.
Structure by Gender - This column is composed of two sub-columns namely, female and male. This reflects the total number of accounts opened in the month, disaggregated by gender, in the sub-columns, therefore, its total must be equal to the total of the column “number of accounts opened in the period”.

• Female - This sub-column is filled by the total number of accounts opened by the female gender, in each Municipality. • Male - This sub-column is filled by the total number of accounts opened by the male gender, in each Municipality.
Structure by Age Group - This column represents the total of accounts opened by clients in the age group from 18 to 65 years old. The table is divided into 5 (five) sub-columns, whose sum must be equal to the total of the column “number of accounts opened in the period”.
Structure by Professional Activity - This column is composed of 6 (six) indicators, whose total corresponds to the total of the column “number of accounts opened in the period”. 9.1 Domestic Worker - This sub-column is filled by the total number of accounts opened in the month by holders who perform the function of domestic worker, in each Municipality. 9.2 Student - This sub-column should be filled by the total number of accounts opened in the month, held by students, in each Municipality. 9.3 Public Employee - This sub-column should be filled by the total number of accounts opened in the month by public employees, in each Municipality. 9.4 Informal Market - This sub-column should be filled by the total number of accounts opened in the month, by informal market clients (street vendors, shoe shiners, car washers, etc), in each Municipality. 9.5 Employees of Micro, Small and Medium Enterprises - This sub-column should be filled by the total number of accounts opened in the month, by clients who perform their function in Micro, Small and Medium Enterprises, in each Municipality. 9.6 Others - This sub-column should be filled by the total number of accounts opened in the month by clients who do not fit into the categories identified above, in each municipality, such as: unemployed, people working for the church, and people dedicated to charitable volunteer work.
