DMD Circular No. 02: Regarding trading of G-Sec on DSE & CSE platform

Bangladesh Bank authorizes the experimental trading of Government Securities on the Dhaka Stock Exchange (DSE) and Chittagong Stock Exchange (CSE) trading platforms, utilizing the Financial Market Infrastructure (FMI) gateway for data exchange. This initiative aims to facilitate investments by general investors alongside existing Over The Counter (OTC) and Government Securities Order Matching (GSOM) methods. The directive becomes effective on October 10, 2022, and banks and financial institutions are advised to inform investors and provide necessary assistance.

Dear Sir,

Regarding the experimental commencement of Government Securities trading on the trading platforms of Dhaka Stock Exchange Ltd. (DSE) and Chittagong Stock Exchange (CSE).

Reference is drawn to this Department's Circular No. DMD-06/2011 dated 26/10/2011 concerning online transactions of Treasury Bills and Bonds through the Market Infrastructure (MI) Module.

  1. Currently, transactions in Treasury Bonds (BGBs) and Treasury Bills in the secondary market of the Government of Bangladesh are being conducted smoothly by all categories of investors, regardless of individual institutions, using Over The Counter (OTC) Trade and fully online-based Anonymous Order Matching Trading Platform Government Securities Order Matching (GSOM).

  2. To further facilitate investments by general investors in Government Securities, trading of Government Securities will be started experimentally on the trading platforms of the Stock Exchanges (DSE and CSE) alongside the MI Module from 10/10/2022. The Financial Market Infrastructure (FMI) gateway will be used for data exchange. In this regard, you are advised to inform investors and provide necessary assistance.

  3. This directive will come into effect from 10/10/2022.
