FINAL ORDER This cause came on for consideration and final agency action. Upon review of the record and being otherwise fully advised in the premises, the Office of Financial Regulation ("Office") hereby finds:

1. The Office has jurisdiction over the subject matter of this case and the parties hereto.
2. On October 31, 2025, a Notice oflntent to Deny was issued to Uyen Phuong Thi Nguyen ("Petitioner") by U.S. mail to the address on record with the Office.
3. On May 29, 2026, the Office voluntarily dismissed the Notice of Intent to Deny, thereby rendering moot the pending action to deny her application.
