FINAL ORDER /19/2026 l - LEGAL Case Number: 138665 The State of Florida, Office of Financial Regulation ("Office"), being authorized and directed to administer and enforce chapter 560, Florida Statutes, hereby enters this Final Order with Notice of Rights ("Final Order") as authorized by the provisions of chapters 120 and 560, Florida Statutes, against RJ INTERNATIONAL TRADING, INC., and RAMRAJ SEWNARINE ("Respondents"). FINDINGS OF FACT
The office has jurisdiction over the subject matter of this case and the parties hereto.
At all times material, RJ International Trading, Inc., is and has been licensed in Florida as a Part III Money Services Business, having been issued license number FT30900335, pursuant to chapter 560, Florida Statutes.
On February 26, 2026, the Office entered a Final Order against Respondents in case number 120273 which imposed an administrative fine of$31,375.00 and required payment within 30 days of the Final Order (i.e., March 30, 2026). To date, Respondents have not paid this administrative fine.
On July 7, 2026, the Office issued an Administrative Complaint ("Complaint") (Exhibit A) seeking license revocation.
The Complaint contained a Notice of Right, which fully advised Respondents that they had twenty-one (21) days after the receipt of the Complaint within which to petition the Office for an administrative hearing to contest the allegation set forth in the Complaint, in accordance with sections 120.569 and 120.57, Florida Statutes, including the following information: TO PRESERVE THE RIGHT TO A HEARING, A WRITTEN RESPONSE MUST BE FILED WITH THE OFFICE OF FINANCIAL REGULATION WITHIN TWENTY-ONE (21) DAYS AFTER THE RECEIPT OF THE ADMINISTRATIVE COMPLAINT. SAID RESPONSE MUST BE RECEIVED BY THE OFFICE NO LATER THAN 5:00 P.M. ON THE TWENTY-FIRST DAY AFTER THE RECEIPT OF THE ADMINISTRATIVE COMPLAINT. A FAILURE TO TIMELY RESPOND IN WRITING WILL CONSTITUTE A WAIVER OF THE LICENSEE'S RIGHT TO REQUEST A HEARING AND A FINAL ORDER MAY BE ENTERED WITHOUT FURTHER NOTICE.
Respondents were served the Complaint via U.S. Mail on July 10, 2026, (Exhibit B). As such, a response was due no later than July 31, 2026. To date, the Office has neither received a written response to the Complaint nor has Respondents made a claim of equitable tolling.
The findings of Fact alleged in the Complaint are hereby incorporated by reference and adopted as Findings of Fact in this Final Order. CONCLUSIONS OF LAW
Pursuant to sections 560.105 and 560.109, Florida Statutes, the Office is charged with administering and enforcing the provisions of chapter 560, Florida Statutes, and conducting examinations and investigations to determine whether any provision of chapter 560, Florida Statutes, has been violated. Thereby, the Office has jurisdiction over the subject matter of this case and of the parties hereto.
Section 120.569(2)(a), Florida Statutes, and Rule 28-106.111(2), Florida Administrative Code, require, among other things, that a response or a petition to an action which 2
affects the substantial interests of a party be filed with the agency within 21 days of receipt of written notice of the action. 10. Section 120.569(2)( c ), Florida Statutes, provides that a petition for hearing shall be dismissed if it has been untimely filed (not within 21 days). 11. Pursuant to Rule 28-106.111(4), Florida Administrative Code, the failure of Respondents to timely respond to the Complaint constitutes a waiver of Respondents' right to an administrative proceeding. 12. The doctrine of equitable tolling can be applied in administrative cases when a party has been misled or lulled into inaction, i.e., has in some extraordinary way, been prevented from asserting his rights, or has timely asserted his rights in the wrong forum. Machules, v. Department of Admin., 523 So. 2d 1132 (Florida 1988). 13. Without any evidence of equitable tolling, it is appropriate for the Office to conclude there was none. Patz v. Dept. of Health, 864 So.2d 79, 80 (Fla. 3d DCA 2003). 14. When Respondents failed to submit a response to the Office on or before July 31, 2026, Respondents did not timely file a petition or any other document in response to the Complaint. Respondents also presented no claim, or evidence of equitable tolling. Therefore, it is appropriate for the Office to conclude there was no equitable tolling, and Respondents waived their right to an administrative proceeding. 15. Based on the Findings of Fact adopted herein, the Office concludes that Respondents violated the specific statutes and rules charged in the Complaint and, as such, the specific charges in the Complaint are adopted in this Final Order as Conclusions of Law. 16. The Findings of Fact and Conclusion of Law that form the basis for the Complaint, together with the waiver of a hearing by Respondents, constitute grounds for the Office to revoke Respondent, RJ International Trading, Inc., Part III Money Service Business license number FT30900335. 3
Based on the foregoing Findings of Fact and Conclusions of Law, it is hereby ORDERED: A. RJ INTERNATIONAL TRADING, INC., Part III Money Service Business license FT30900335 is hereby REVOKED effective the date of this Final Order. Parts II, III, and IV of chapter 560, Florida Statutes, set forth the specific requirements of money services businesses and licensees.
Pursuant to section 560.103(23), Florida Statutes, the term 11money services business 11 includes any person located in or doing business in Florida or from Florida or into Florida from locations outside of Florida who acts as, among other things, a money transmitter, check casher, foreign currency exchanger, or payment instrument seller. 1
At all times materia], RJ Intemationa] Trading, Inc., ("RJ Internationa] Trading") is and has been licensed as a Part III Money Services Business pursuant to chapter 560, FJorida Statutes, operating as a money transmitter, holding license number FT30900335.
At all times material, Ramraj Sewnarine ("Sewnarine") is and has been the President and Sole Owner ofRJ International Trading, and by operation oflaw, pursuant to section 560.103(1), Florida Statutes, Sewnarine is an affiliated party who is liable for all vio]ations ofRJ International Trading.
On February 26, 2026, the Office entered a Final Order ("Order") against RJ International Trading, Inc., and Ramraj Sewnarine, in Case No.120273 for violations of chapter 560, FJorida Statutes. Pursuant to the Order, Respondents were required to pay an administrative fine of$31,375.00 within 30 days of the entry of the Order, i.e. by March 30, 2026.
To date, Respondents have not paid the $31,375.00 fine.
Respondents have failed to pay the fine assessed by the Office within 30 days after the due date as stated in the Order, in violation of section 560.l 14(1)(u), Florida Statutes.
Pursuant to the Disciplinary Guidelines for Money Services Businesses Form OFR560-09, Incorporated by Reference in Ru]e 69V-560.1000, Florida Administrative Code (2024), violation number 23, a licensee cited for violating section 560.114(1)(u), Florida Statutes, is subject to license revocation.
Therefore, the Office is seeking revocation of the money services business license number FT30900335. WHEREFORE, Respondents, RJ INTERNATIONAL TRADING, INC., and RAMRAJ SEWNARINE are hereby notified that the Office intends to enter an order revoking the money services business license number FT30900335. 2
