Financial Assistance Measures in Response to Typhoon Pabuk

The Financial Supervisory Commission (FSC) has issued directives to banks to maintain operational continuity and security during Typhoon Pabuk, ensuring uninterrupted electronic banking services. Banks are required to proactively assist clients with natural disaster loans using their own funds and by facilitating government-sponsored disaster loan programs, with 30 local banks currently offering low-interest financing options. To monitor industry stability, the FSC has activated a safety reporting mechanism for financial institutions and implemented a six-month suspension of negative credit reporting for check drawers affected by the typhoon.

Financial Assistance Measures in Response to Typhoon Pabuk

Typhoon Pabuk is approaching. The Financial Supervisory Commission (hereinafter referred to as the FSC) has instructed all banks to take precautions against the typhoon. Banks must maintain the safety of their office premises and financial facilities in accordance with the "Regulations Governing Security Maintenance Management of Financial Institutions," and ensure the security of clients' use of electronic and communication devices for transfers and online transactions with financial institutions. This is to facilitate the public's ability to conduct financial transactions through automated service equipment and electronic banks (including online banking, mobile banking, voice banking, etc.) during the typhoon, ensuring that financial services remain uninterrupted.

The FSC has instructed banks to adopt a proactive attitude in caring for clients. If clients suffer losses due to the disaster, banks shall, in addition to actively assisting with natural disaster-related loans using their own funds, actively cooperate with disaster project loans provided by relevant competent authorities and local governments. Currently, 30 local banks provide various low-interest financing schemes for natural disasters (see attachment), including personal loans, housing loans, and loans for enterprises affected by disasters. Relevant information has been posted on the Banking Bureau's website. The public with financing needs may visit the website to inquire about the relevant loan conditions and contact numbers provided by each bank. For members with needs for cross-border remittance and other financial transactions, they may also consult their respective financial institutions in advance.

The FSC stated that to monitor the normal operational status of each financial institution, a "Financial Institution Natural Disaster Safety Reporting Mechanism" has been established. All financial institutions may report their safety status to the Banking Bureau of the FSC through the Internet reporting system. In the event of major casualties, reports may also be made via the major unexpected incident hotline.

Additionally, in accordance with the existing regulations of the Taiwan Clearing House, such as the "Guidelines for Noting the Credit Status of Check Deposit Accounts" and the "Guidelines for Querying Check Credit Data," if a drawer is affected by an irresistible major disaster that impacts their ability to repay check amounts, they may apply to the Clearing House for a major disaster notation. For six months from the date of the disaster, reporting as a refused party and providing queries shall be temporarily suspended to maintain corporate check credit.
