Financial Supervisory Commission Announces 2025 Inclusive Finance Indicators and 2026 Adjustments

The Financial Supervisory Commission (FSC) announced that all 2025 inclusive finance indicators were met, with international comparison metrics outperforming global and Asian averages. For 2026, the FSC added one measurement indicator (sign language translation service ratio) and four observation indicators (TISA accounts, pension trust beneficiaries, reverse mortgage loans, and long-term care insurance contracts) to support the 'All-Age Finance' policy. The FSC also raised or set targets for ten indicators, including increasing the target for financial literacy activities for new residents and women from 40 to 50 sessions, and adjusted the name of one observation indicator regarding securities electronic trading.

The Financial Supervisory Commission (hereinafter referred to as the FSC) announced today the measurement results of the "Inclusive Finance Measurement Indicators" for 2025, to allow all sectors to understand the current status of inclusive finance development in the country and the effectiveness of related policy implementation. Based on financial development trends and the achievement of the 2025 indicators, the FSC adjusted the measurement indicators and observation indicators for 2026.

According to the 2025 measurement results announced by the FSC (see Attachment 1), the performance of 8 international comparison indicators was superior to the global and Asian averages. These include the number of commercial bank branches per 100,000 adults, the number of ATMs, the number of mobile payment transactions, the number of outstanding loans per 1,000 adults, the number of digital deposit accounts, the number of life insurance policyholders, the ratio of adults with bank accounts, and the ratio of adults using electronic payments. This shows that citizens in the country have relatively convenient access to financial services and a relatively high degree of use of financial products.

In addition, among the measurement indicators, 10 had expected achievement targets for 2025, all of which were met. Among them, the 2025 data for 7 measurement indicators showed significant growth compared to 2023. These include the promotion of domestic banks setting up bilingual demonstration branches, the number of mobile payment transactions per 100,000 adults, the number of digital deposit accounts per 1,000 adults, the number of online insurance applications, financial literacy awareness activities for new residents and women, the number of valid small-term endowment insurance contracts, and the ratio of multi-language ATMs. This shows that the country continues to improve in creating a bilingual financial-friendly service environment, the普及 of digital financial services, and deepening financial education awareness, which helps meet the financial service needs of various groups in the country and demonstrates concrete results in promoting inclusive finance.

To further perfect the country's inclusive finance indicator system, the FSC also conducted a rolling adjustment of the 2026 inclusive finance measurement indicators (see Attachment 2 for 2026 indicators). In addition to adding 1 measurement indicator and 4 observation indicators, the FSC adjusted or set target values for some measurement indicators and adjusted the name of 1 observation indicator. After adjustment, there are a total of 24 measurement indicators and 8 observation indicators, as explained below (see Attachment 3 for a summary table of indicator adjustments):

  1. Added 1 measurement indicator and 4 observation indicators: (1) Added the "Ratio of Providing Sign Language Translation Services" as 1 measurement indicator to encourage financial institutions to deepen financial-friendly services and implement financial service equality. (2) In coordination with the FSC's promotion of the "All-Age Finance" policy, added 4 observation indicators: "Number of Personal Investment Savings Account (TISA) Accounts," "Number of Pension Trust Beneficiaries," "Number and Amount of Commercial Real Estate Reverse Mortgage Loans Approved by Banks," and "Number of Valid Long-Term Care Insurance Contracts," to comprehensively measure the accessibility and protection level of financial services for different age groups.

  2. Raised or set target values: (10 items) (1) Raised or redefined 6 future 3-year (2026-2028) target values: 1. Raised target values (3 items): Number of online insurance applications, cumulative number of covered persons for micro-insurance, and number of valid small-term endowment insurance contracts. 2. Continued existing target values (3 items): Annual growth in the number of valid compulsory automobile liability insurance policies, annual growth in the number of valid residential earthquake basic insurance policies, and promotion of insurance blockchain services. (2) Raised or set 4 target values for 2026: 1. Raised target value (1 item): The target value for the "Financial literacy awareness activities for new residents and women" indicator was raised from 40 sessions to 50 sessions. 2. Continued existing target values (3 items): Overall satisfaction of the public with financial education courses, the ratio of the public believing financial education courses are effective, and the establishment of dispute resolution mechanisms.

  3. Adjusted the name of 1 observation indicator: Changed "Annual Growth in the Proportion of Average Electronic Transaction Transaction Amount in the Securities Market" to "Proportion of Average Electronic Transaction Transaction Amount in the Securities Market," to neutrally observe changes in the proportion of securities digital transactions.

The FSC stated that this is the 6th year of announcing measurement results. The country shows a year-on-year improvement trend in indicators across accessibility, usability, and quality of financial services. In addition, to support the promotion of the "All-Age Finance" policy and continue to deepen financial-friendly services, 1 measurement indicator and 4 observation indicators were added in 2026. The FSC will adjust measurement indicators as appropriate based on financial development conditions and publish measurement results annually to review the development of inclusive finance in the country. At the same time, the FSC will continue to improve inclusive finance policies, strive to meet the financial product or service needs of all sectors of society or different groups, and protect the financial consumer rights of citizens, to achieve inclusive growth goals and promote overall social well-being.
