Financial Supervisory Commission Holds 61st Business Liaison Meeting for General Managers of Domestic Banks and Commends Outstanding Financial Institutions

The Financial Supervisory Commission set the expected growth target for the 21st phase of the domestic bank SME loan program at NT$500 billion and established a first-phase target of NT$1,200 billion for loans to five major trusted industries. The Commission directed banks to strengthen internal controls and customer protection measures for online credit loans to mitigate fraud risks. Additionally, the Commission commended specific banks for outstanding performance in these lending programs and for facilitating carbon health check services for small and micro enterprises.

Financial Supervisory Commission Holds 61st Business Liaison Meeting for General Managers of Domestic Banks and Commends Outstanding Financial Institutions

The Financial Supervisory Commission (hereinafter referred to as the FSC) held the "61st Business Liaison Meeting and Commendation Ceremony for General Managers of Domestic Banks" on June 16, 2026, to communicate with the general managers of domestic banks on recent important financial policies and issues of concern. The meeting also commended domestic banks that performed well in specific loan programs, and invited banks that were effective in matching enterprises applying for loans to participate in "Carbon Health Check Services" to share their experiences at this meeting.

The FSC stated that the meeting featured remarks by Chairman Peng, who, together with Director Tong of the Banking Bureau, presented Excellence, First Class, and Special Awards to the winning domestic banks for handling "SME Loan Programs," "Credit Extension to Target Countries of the New Southbound Policy," and "Loans to Six Major Core Strategic Industries." Furthermore, to highlight the importance attached to the banking sector's assistance in promoting Carbon Health Check Services, the FSC invited the Department of Small and Medium Enterprises of the Ministry of Economic Affairs to explain the promotion of "Financial Carbon Health Checks" for small, micro, and medium enterprises at this meeting. Outstanding financial institutions commended by the Department for matching small, micro, and medium enterprises to participate in "Carbon Health Check Services," including Chang Hwa Commercial Bank and Mega International Commercial Bank, shared their operational experiences at this meeting for reference by other peers, followed by related improvement actions.

The FSC explained recent important policy measures to the attending representatives at this meeting, requesting all banks to continue supporting and cooperating with the implementation, mainly including:

  1. Continuing to promote the 21st phase of the "Domestic Banks Strengthening SME Loan Program": The expected growth target value for the SME loan balance in this phase has increased from the previous NT$460 billion to NT$500 billion. The FSC requests all banks to continue strengthening loan services for SMEs while balancing risk control, and to assist more small and new startup SMEs in obtaining funding.

  2. To support national key policies and meet industrial development needs, the FSC has formulated the "Incentive Program for Domestic Banks to Handle Loans to Five Major Trusted Industries" at the beginning of this year (2026), setting the first-phase loan increase target value at NT$120 billion. This encourages domestic banks to actively provide credit to the five major trusted industries while adhering to the principle of risk control. This program continues the incentive measures of the "Incentive Program for Domestic Banks to Handle Loans to Six Major Core Strategic Industries," aiming to continuously create a financing environment conducive to industrial development and promote the sustainable development of the national economy.

  3. To improve the appropriateness of risk control efficiency in online credit loan operations of various banks, the FSC analyzed the patterns of fraud groups inducing the public to handle online credit loans and then transferring funds during the meeting. The FSC requested all bank general managers to supervise, review, and actively strengthen the internal control mechanisms and customer protection measures related to these operations, and to ensure strict implementation.

The FSC stated that the General Manager Business Liaison Meeting is an important platform for face-to-face communication between the competent authority and banking operators. It is hoped that banks will cooperate with the FSC's relevant measures, simultaneously perfect risk management, maintain financial stability, assist in industrial upgrading, and promote economic development.
