FSC Approves Bank of Taiwan, Taiwan Business Bank, and Far Eastern International Bank to Provide Financial Products and Services for High-Net-Worth Clients

2026-06-18

The roster of domestic banks conducting high-net-worth business has grown stronger. The Financial Supervisory Commission (hereinafter referred to as the FSC) recently approved three banks—Bank of Taiwan, Taiwan Business Bank, and Far Eastern International Bank—to conduct high-net-worth business. These three banks have submitted concrete plans regarding investments in resources or information systems for talent cultivation and allocation, product research and development, and customer investment risk management related to this business. By utilizing responsibility maps, they have strengthened the Board of Directors' supervisory and management responsibilities and the accountability mechanisms for senior management, thereby fostering a good corporate culture and continuously implementing fair customer treatment and corporate governance.

The FSC promulgated the "Regulations Governing Banks' Provision of Financial Products and Services to High-Net-Worth Clients" (hereinafter referred to as these Regulations) on August 7, 2020 (Year 109 of the Republic of China), and amended certain articles of these Regulations on March 3, 2025 (Year 114 of the Republic of China), fully opening up banks to conduct high-net-worth business and adopting a phased relaxation of business items. Adding the three banks approved this time, the FSC has now approved 24 banks to conduct this business.

The FSC will continue to monitor the development of this business. Through regulatory deregulation and the introduction of relevant supervisory measures, it encourages financial institutions to continuously increase investments in wealth management talent and systems, provide customers with diversified and customized financial products or services, guide domestic and overseas capital to invest in Taiwan's core industries, promote the development of Taiwan's wealth management business and strengthen the international competitiveness of Taiwan's banks, and thereby enhance Taiwan's position in the Asian asset management market.
