FSC Extends Pilot Business Period for Financial Institutions in the Kaohsiung Asset Management Zone to June 30, 2027

To continue promoting the policy of building an Asian Asset Management Center and to accommodate the practical operational needs of financial institutions, the Financial Supervisory Commission (hereinafter referred to as the FSC) has decided to extend the pilot business periods for financial institutions conducting business in the "Kaohsiung Asset Management Zone" (hereinafter referred to as the Zone) to June 30, 2027. The submission deadlines for pilot results and audit unit verification results are also being delayed simultaneously, to facilitate continued deepening of business development and accumulation of practical experience by industry participants.
The FSC stated that since the issuance of the "Principles for Financial Institutions Applying to Enter Local Asset Management Zones for Pilot Business" on April 1, 2025, a total of 57 financial institutions have been approved to enter the Zone for pilot business. Given that the pilot periods for most financial institutions will expire on June 30, 2025 (the current year), and considering that some financial institutions have only recently begun operations with insufficient practical execution experience and business volume to accumulate, and that internal control regulations for banking-related businesses are still being deliberated by the three major workshops of the "Asian Asset Management Center Banking Business Promotion Group" pending integration and practical implementation, the FSC, referencing suggestions from industry participants, has extended the pilot business periods for financial institutions in the Zone. This allows financial institutions entering the Zone more sufficient time to accumulate practical experience, improve internal control systems, and strengthen risk management mechanisms, ensuring the subsequent gradual and steady promotion of business throughout Taiwan.
Furthermore, adhering to the philosophy of "pilot with a time limit, zone with permanence," the FSC has begun initiating a comprehensive inventory of the Zone's pilot items, evaluating which items can be expanded for nationwide implementation (leaving the Zone) and which can be added to (including new items and adjustments to the scope of existing pilot items). Regarding the expansion for nationwide implementation, the FSC will comprehensively consider four aspects: pilot benefits, internal control processes and risk control situations, customer complaint dispute cases and handling situations, and talent training plans. Currently, the Zone pilot items assessed for expansion to nationwide implementation are bank family office advisory services and insurance products regarding the minimum ratio specification of death benefits for inappropriate life insurance products to policy reserve values for the insurance industry. Regarding the addition of Zone pilot items, the FSC will also continue to collect opinions from all parties and draft pilot items to be further included in the Zone. Preliminary assessments indicate coverage of expanding bank cross-border service targets to domestic high-net-worth clients, relaxing the 99-investor limit for offshore funds not possessing the nature of securities investment trust funds or when introducing private equity fund investments, and opening dedicated accounts for pre-paid insurance premiums for insurance products. The detailed content and supporting measures for the above directions will be discussed and confirmed with relevant units and announced to the public as soon as possible.
The FSC emphasized that local asset management zones provide a testing ground for financial business, thereby accumulating practical operational experience and perfecting systems, laying the foundation for subsequent expansion to the national financial system. Financial institutions should also strictly implement relevant regulations regarding information security, anti-money laundering, personal data protection, and customer rights protection during the pilot period, and strengthen internal control and audit mechanisms. The FSC will continue to review pilot results in the future, remove various restrictions and obstacles, promote system optimization, and gradually build an asset management ecosystem with international competitiveness, achieving the goal of steadily moving toward an Asian Asset Management Center.
