FSC Opens Insurance Industry Investment in Strategic Industries under the AI New Ten Major Construction Promotion Plan and Relaxes Investment Limits on Domestic Private Equity Funds

The Financial Supervisory Commission (FSC) amends interpretive rulings to permit insurance companies to invest in or lend to strategic industries identified under the AI New Ten Major Construction Promotion Plan. The FSC also raises the investment limit for domestic private equity funds holding qualification letters from the National Development Council from 20% to 25% of the total issued shares or paid-in capital, aligning it with venture capital firms. These changes aim to expand the scope of insurance fund utilization and improve capital allocation efficiency.

The Financial Supervisory Commission (FSC) opens insurance industry investment in strategic industries under the "AI New Ten Major Construction Promotion Plan" and relaxes investment limits on domestic private equity funds, encouraging insurance companies to invest in domestic public infrastructure and real industries

To encourage insurance companies to invest in domestic public infrastructure and real industries, the Financial Supervisory Commission (hereinafter referred to as the FSC) has promoted relevant regulatory amendments:

  1. Opening insurance industry investment in strategic industries under the "AI New Ten Major Construction Promotion Plan"

In accordance with the government's policy direction to support strategic industries such as the "5+2" and "6" core strategic industries and the "5" trusted industries, the FSC has previously issued interpretive rulings for Article 2 of the "Measures for the Project-Based Use of Insurance Company Funds for Investment in Public and Social Welfare Enterprises" (hereinafter referred to as the Project-Based Use Measures) to allow insurance companies to invest in or lend to the "5+2" and "6" core strategic industries and the "5" trusted industries. In view that the Executive Yuan approved the "AI New Ten Major Construction Promotion Plan" on January 28, 2026 (Year 115 of the Republic of China), to encourage insurance companies to invest in industries related to the AI New Ten Major Construction, assist the government in accelerating AI development, and realize the vision of Taiwan becoming a smart technology island, the interpretive ruling is amended to explicitly stipulate that insurance companies may invest in or lend to strategic industries under the "AI New Ten Major Construction Promotion Plan," thereby expanding the scope of insurance company fund utilization.

The FSC stated that to support important policies promoted by the Executive Yuan, if relevant industries cooperate with the "AI New Ten Major Construction Promotion Plan" and other Executive Yuan-approved promotion plans, and are certified by the competent authority of the relevant industry as industries encouraged for investment under the promotion plan, insurance companies may proceed with investment or lending accordingly.

  1. Adjusting the investment limit regulations for insurance companies investing in domestic private equity funds

In response to the development of the domestic private equity fund market, Article 2, Paragraph 2, Item 2 of the Project-Based Use Measures already stipulates that insurance companies may invest in private equity funds (PE) that meet the conditions prescribed by the competent authority and whose investment scope cooperates with government policy items, subject to relevant regulations. This time, to promote Strategy 2 of the "Trillion Investment for National Development Plan" - Optimizing Investment and Financing Conditions for Public Infrastructure - Encouraging Insurance Companies to Invest in Public Infrastructure-Type PE, and after referencing suggestions submitted by relevant industry players on the regulatory adaptation platform of the "Trillion Investment for National Development Plan" and recommendations from the competent authority, the interpretive ruling is amended to adjust the investment limit applicable to insurance companies investing in domestic private equity funds that have obtained qualification letters under the "Guidelines for the Promotion and Management of Private Equity Fund Investment in Industries by the National Development Council" from 20% of the total issued shares or paid-in capital of the investee to 25%, the same as that for venture capital firms, to enhance the efficiency of insurance company fund utilization and the flexibility of capital allocation.

The FSC stated that these regulatory amendments are expected to guide and encourage insurance companies to leverage their long-term capital advantages, continuously cooperate with the policy direction of Executive Yuan-approved promotion plans such as the "AI New Ten Major Construction Promotion Plan," assist national construction and domestic industrial development, and achieve the policy goal of retaining capital and attracting investment.
