FSRPD Circular No. 3: Individual Deposit Limit

Finance companies operating in Bangladesh are permitted to accept individual deposits exceeding BDT 50 lakh per single name or BDT 1 crore per joint name if they maintained a classified loan ratio of 10% or below, a capital adequacy ratio of 10% or above in the preceding quarter, and did not avail any provision deferral facility. Existing deposits exceeding these limits collected prior to the Finance Company Act, 2023, may be held until maturity and renewed with written customer consent. These provisions do not apply to finance companies subject to deposit collection prohibitions or restrictions by Bangladesh Bank or a court.

Dear Sir,

Regarding the collection of individual deposits.

Section 24(2) of the Finance Company Act, 2023, stipulates that "No finance company shall accept deposits from any natural person exceeding a maximum of BDT 50 (fifty) lakh in a single name or a maximum of BDT 1 (one) crore in a joint name, or such other limits as may be prescribed by Bangladesh Bank from time to time." This provision shall apply to all, except for the following cases. In the exceptional cases, the following instructions shall be followed:

(a) Finance companies may newly collect deposits exceeding the limits specified in Section 24(2) of the Finance Company Act, 2023, subject to the simultaneous fulfillment of the following three conditions: (1) The classified loan ratio being a maximum of 10% or below in the immediately preceding quarter; (2) The capital adequacy ratio being a minimum of 10% or above in the immediately preceding quarter; and (3) Not having availed any provision deferral facility.

(b) Deposits collected from natural persons exceeding a maximum of BDT 50 (fifty) lakh in a single name or a maximum of BDT 1 (one) crore in a joint name prior to the enactment of the Finance Company Act, 2023, may be held until their existing maturity and renewed upon obtaining written consent from the customer at maturity; and

(c) The above instructions shall not apply to finance companies on which Bangladesh Bank or any honorable court has imposed or imposes any prohibition/restriction on deposit collection.

  1. These instructions are issued under the power conferred by Section 24(2) of the Finance Company Act, 2023, and shall be effective immediately.
