GBCSRD Circular No. 01: Bank Account Opening for Destitute People Receiving Allowance from Ministry of Religious Affairs

The circular mandates that all government-owned commercial and specialized banks operating in Bangladesh open bank accounts for destitute individuals receiving allowances from the Ministry of Religious Affairs. Banks are required to collect a minimum deposit of 10 Taka against a National ID, birth registration certificate, or upazila executive officer certificate, and must not impose minimum balance requirements or charge any fees for these accounts. This directive is to be implemented immediately across all bank branches to ensure the distribution of financial assistance and access to banking services for the destitute.

Dear Sir,

Subject: Context of opening bank accounts for individuals granted allowances by the Ministry of Religious Affairs for destitute rehabilitation.

It has been decided to open bank accounts for the destitute by collecting a minimum of 10/- Taka against the National Identity Card/Birth Registration Card and the Identity Card/Certificate issued by the Upazila Executive Officer, with the aim of providing financial approval granted by the Ministry of Religious Affairs for destitute rehabilitation through bank accounts. No minimum balance requirement will be imposed on the said accounts, and no kind of charge/fee will be collected from these accounts.

In this regard, you are advised to take necessary arrangements for opening the aforementioned accounts in all your branches to facilitate the distribution of all financial approvals provided by the Ministry of Religious Affairs for the destitute and to ensure banking services for them.

This directive will be implemented immediately.
