The circular mandates that all government-owned commercial and specialized banks operating in Bangladesh open bank accounts for destitute individuals receiving allowances from the Ministry of Religious Affairs. Banks are required to collect a minimum deposit of 10 Taka against a National ID, birth registration certificate, or upazila executive officer certificate, and must not impose minimum balance requirements or charge any fees for these accounts. This directive is to be implemented immediately across all bank branches to ensure the distribution of financial assistance and access to banking services for the destitute.
