Guidelines on XML Submission of the Financial Reporting Package for Non-Stock Savings and Loan Associations via PRIME

The Bangko Sentral ng Pilipinas mandates all non-stock savings and loan associations to submit their Financial Reporting Package using XML format through the Prudential Reporting Innovation and Monitoring Engine (PRIME). M-2026- _________ To : Subject : Guidelines on the Submission of the Financial Reporting Package for Non-Stock Savings and Loan Association (FRPNSSLA) using Extensible Mark-up Language (XML) Format through Prudential Reporting Innovation and Monitoring Engine (PRIME) To maximize the use of PRIME, the following guidelines shall be observed in the submission of the FRP for NSSLAs effective end December 2026 report:

  1. The XML Schema Definition (XSD), Control Prooflist (CP), and Report Template may be downloaded from the Report Details module of the PRIME under the BSP Relationship Management System (BRMS), which can be accessed at https://brms.bsp.gov.ph using the latest version of web browsers.
  2. The generated XML, together with the scanned CP, duly signed by the authorized officials of the NSSLAs, shall be submitted within the prescribed deadline via the PRIME facility in accordance with the following specifications: Report Code Files for Submission File Format Deadline FRP_NSSLA FRP_NSSLA XML Within (30) calendar days after end of the reference quarter Control Prooflist (CP) PDF
  3. NSSLAs shall accomplish the updated registration form as prescribed under Memorandum No. M-2017-028 dated 11 September 2017 and shall identify a maximum of two (2) authorized officers who will be registered to PRIME under the BRMS.
  4. For the generation of XML reports, NSSLAs may use either their own XML converter facility or BSP XML converter facility, which is made available in PRIME under the BRMS until further notice1 .

Page 2 of 2 5. NSSLAs shall submit their generated XML report through machine￾to-machine modality using the NSSLA’s chosen process as coordinated with the BSP. NSSLAs intending to use machine-to￾machine submission shall coordinate with the BSP on connectivity, testing, technical requirements, and other onboarding procedures before live submission. Pending full availability or readiness of machine-to-machine submission, NSSLAs may use the PRIME Submission Portal under the BRMS. 6. The parallel run2 of the FRPNSSLA shall begin with reference periods ending 30 June 2026 and 30 September 2026 using the Sandbox module of PRIME. Submissions made through the Sandbox Module are not considered official. During this period, e-mail submission shall remain the official mode of report submission. 7. The live submission of the FRPNSSLA in PRIME shall start with reference period ending 31 December 2026. Accordingly, covered NSSLAs shall discontinue its submission of the report through e￾mail beginning said reference period, unless otherwise specifically authorized by the BSP in case of system related contingency or as may be provided in a separate advisory. 8. Report submissions should continue to comply with existing BSP reporting standards. It likewise follows that only files prescribed by the BSP for the report shall be accepted, subject to validation and applicable penalties for reporting violations as provided under existing regulations. 9. Queries regarding the FRPNSSLA, its related regulations, and guidelines shall be sent via e-mail to DSAReports@bsp.gov.ph following the prescribed subject format: [INQUIRY] FRPNSSLA. 10.
