The Malta Financial Services Authority (MFSA) and Financial Intelligence Analysis Unit (FIAU) are issuing draft technical documentation for Financial Institutions (FI) and Crypto Asset Service Providers (CASP). This documentation details the structure, content, and technical specifications for preparing and submitting MFSA-specific regulatory returns and the FIAU Risk Evaluation Questionnaire (REQ) in a new JSON format. A free converter tool and guidance are provided to assist licence holders with this transition. These draft versions are released to allow time for preparation, with final versions expected towards the end of August or beginning of September, and a seminar for affected sectors scheduled for September 11.

These documents set out the structure, content and technical specifications for preparing and submitting the MFSA-specific regulatory returns and FIAU REQ in the new JSON format. The MFSA and FIAU recognise that transitioning to the new JSON format will require time and technical preparation. To support licence holders throughout this transition, we have developed a free to use “converter tool” to assist in converting existing returns into the required JSON format. Guidance on the use of the converter tool forms part of the documentation being issued. These draft versions of the technical documentation are being issued at the earliest opportunity to allow licence holders sufficient time to familiarise themselves with the new reporting requirements, assess any technical changes that may be required and begin preparing for implementation. The MFSA and FIAU will continue to refine the technical documentation, where necessary, as the implementation process progresses. Any updates will be communicated to licence holders ahead of the publication of the final versions, which is expected towards the end of August / beginning of September (although there is the possibility of further refinements / updates being required as a result of feedback from the seminars, external testing and other project activities etc…). 25 August 2026

A separate communication will be issued shortly with details of the agenda and registration process. The MFSA and FIAU strongly encourages licence holders to ensure that both business and technical representatives attend the seminar, including relevant third-party service providers where appropriate, to facilitate a smooth and timely transition to the new reporting framework.
