The Central Bank of Congo mandates that Savings and Credit Cooperatives and Microfinance Institutions organize their accounting in accordance with the specific chart of accounts known as PCCI. Entities must obtain prior authorization from the Central Bank before creating any new account sub-classifications not already included in the PCCI nomenclature. This instruction became effective upon its signature on April 14, 2012.
INSTRUCTION NO. 006 TO SAVINGS AND CREDIT COOPERATIVES AND MICROFINANCE INSTITUTIONS REGARDING THE USE OF THE CHART OF ACCOUNTS FOR SAVINGS AND CREDIT COOPERATIVES AND MICROFINANCE INSTITUTIONS (PCCI)
The Central Bank of Congo, Having regard to Law No. 005/2002 of May 7, 2002, relating to the establishment, organization, and functioning of the Central Bank of Congo, particularly Article 6; Having regard to Law No. 003/2002 of February 2, 2002, relating to the activity and supervision of Credit Institutions, particularly Articles 33 and 34; Having regard to Law No. 002/2002 of February 2, 2002, laying down provisions applicable to Savings and Credit Cooperatives, particularly Articles 64 to 66; Having regard to Instruction No. 1 to Microfinance Institutions as amended on December 18, 2005, particularly Articles 45 and 46; Hereby adopts the following provisions regarding the use of the Chart of Accounts for Savings and Credit Cooperatives and Microfinance Institutions.
Article 1 A specific accounting reference framework for Savings and Credit Cooperatives and Microfinance Institutions is established, named the Chart of Accounts for Savings and Credit Cooperatives and Microfinance Institutions, abbreviated "PCCI," attached to this Instruction.
Article 2 Savings and Credit Cooperatives and Microfinance Institutions are required to organize their accounting in accordance with the provisions of the PCCI.

Article 3 A Savings and Credit Cooperative or a Microfinance Institution intending to carry out an operation whose classification is not included in a sub-account provided for in the PCCI must request prior authorization from the Central Bank of Congo for its creation.
