Credit institutions established in France that are listed as significant entities by the European Central Bank must submit their annual financing plans to the Prudential Control and Resolution Authority. These plans must be based on data as of December 31 of the preceding year, prepared on an individual or consolidated basis depending on group supervision, and submitted via XML-XBRL teletransmission to the General Secretariat by March 15.
Instruction No. 2017-I-19 Regarding the Submission of Financing Plans by Credit Institutions modified by Instructions No. 2020-I-06 of May 6, 2020 and No. 2025-I-05 of May 22, 2025
The Prudential Control and Resolution Authority, Having regard to the Monetary and Financial Code, and in particular Article L. 612-24 thereof; Having regard to Regulation (EU) No 1093/2010 of the European Parliament and of the Council of 24 November 2010 establishing a European Supervisory Authority (European Banking Authority), in particular Article 16 thereof; Having regard to Regulation (EU) No 575/2013 of the European Parliament and of the Council of 26 June 2013 on prudential requirements for credit institutions and investment firms and amending Regulation (EU) No 648/2012; Having regard to Regulation (EU) No 468/2014 of the European Central Bank of 16 April 2014 establishing the framework for cooperation within the Single Supervisory Mechanism between the European Central Bank, national competent authorities and designated national authorities (the 'SSM Framework Regulation'); Having regard to Recommendation A4 of the ESRB/2012/2 of 20 December 2012 on the financing plans of credit institutions; Having regard to Decision EBA/DC/2015/130 of the European Banking Authority (EBA) of 23 September 2015 on the information to be provided by competent authorities to the EBA; Having regard to EBA/GL/2014/04 on harmonised models and definitions for credit financing plans in accordance with Recommendation A4 of the ESRB/2012/2; Having regard to Decision (EU) 2017/06/2017 of the European Central Bank on the submission of financing plans; Having regard to the opinion of the Prudential Affairs Consultative Committee of 10 November 2017, DECIDES
Article 1: This Instruction applies to any credit institution, other than a subsidiary or a branch, which is established in France and is included in the list of significant entities published by the European Central Bank pursuant to Article 49 of Regulation (EU) No 468/2014 of the European Central Bank of 16 April 2014.
Article 2: CONSOLIDATED INSTRUCTION
The credit institutions referred to in Article 1 shall communicate their financing plan to the Prudential Control and Resolution Authority each year using the statement annexed to this Instruction. This statement shall be prepared based on data as of December 31 of the year preceding the submission. When submitted by a credit institution that does not belong to a group subject to consolidated supervision, the plan shall be prepared on an individual basis. In the contrary case, it shall be prepared on a consolidated basis. The statement shall be submitted to the General Secretariat of the Prudential Control and Resolution Authority, under the conditions set by the Prudential Control and Resolution Authority's Instruction No. 2025-I-05, no later than March 15 following the date of the balance sheet, by teletransmission in XML-XBRL format according to the technical specifications necessary for their processing by the Prudential Control and Resolution Authority.
Article 3: This Instruction shall be published in the official register of the Prudential Control and Resolution Authority.
